UNDERSTANDING THE BOLSA FAMILIA PROGRAM AS A SOCIAL PROTECTION SYSTEM IN BRAZIL

    Beken, Hikmet Gulcin; Dobreva, J; Alaverdov, E; Yildirim-ahin, E

Launched in Brazil as of 2003, Bolsa Familia is an example of conditional cash transfer programs. Under Bolsa Familia, extending support to the poorest groups is targeted by fighting against poverty and alleviating inequality. Besides, preventing poverty from being transmitted across generations and supporting the human capital in terms of education and healthcare are also targeted. Bolsa Familia constitutes the social protection system of the country along with integration of both social insurance and social support programs. Bolsa Familia was transformed into a more comprehensive program by gathering previous programs implemented in the country under a single roof, and it allowed the government to reduce administrative costs. In this study, the focus will be placed on the effect of Bolsa Familia on the fight in the country against poverty and inequality by a theoretical analysis.

SOME LITTLE-KNOWN ASPECTS OF OTTOMAN WAQFS AND THEIR FUNCTION IN SOCIAL WELFARE ECONOMY

    Karademir, Aysenur; Dobreva, J; Alaverdov, E; Yildirim-ahin, E

The expression of for the benefit of society or, ibadullahin terfihi ahvalleri which appeared in the court registers was a brief but nevertheless powerful summary of Ottoman economic and social perceptions. The Ottomans genuinely believed in this principle and, their whole social and economic life revolved around it. In this way, while they maintained the balance between rich and poor in social life, they benefited from Islamic pious foundations, waqfs, as a tool for delivering social projects. From education to health, the waqf institution provided all the services for the public, obviously supported by the Ottoman sultans. They built hospitals, soup-kitchens, universities and many other buildings, hayrat, under the management of waqfs, and they encouraged their families and government officials to do the same. Although the hayrat was the visual representation of the institution, waqf meant much more than just a building in the Ottoman economic and social understanding. In this chapter, I dig a bit deeper and, analyse some little-known aspects of Ottoman waqfs, specifically the waqfs of the state officials, referred to in the literature as sultanic and vizirate waqfs. The purpose of this study is to set out details from works which have analysed original archival sources and, to present a wide perspective on Ottoman waqf practice.

Modern Man in Techno-Scientific Progressivism and Nostalgic-Developmentalism Dilemma

    Demir, Sertac Timur

This article interrogates the human crisis of the modern age with a comparative and synthesist approach. Indeed, in the hands of techno-scientific progressivism that has been accelerated since the industrial revolution and the nostalgic-developmentalism that is provoked by the progressivism, the central issue in crisis is not humanity; but man himself. Moreover, this crisis, which encircles daily life entirely, is not merely epistemological, also ontological. Perhaps the most valid question of the day for the modern individual who is torn between techno-scientific progressivism that glorifies speed, technique, method, invention and externality, and the doctrines of nostalgicaldevelopmentalism that prioritise the past, memory, mystical orientation and internality, is perhaps to remain human. While Stanley Kubrick's 2001: A Space Odyssey (1968), one of the two philosophical films subject to analysis in the article, refers to such a progressivism; and Andrei Tarkovsky's Solaris (1972) visualises developmentalism. Beyond a science-fiction analysis, this study, which approaches both positions critically, aims to focus on the crucial questions that become evident in the films with the answers of significant thinkers such as Paul Chesterton, Gaston Bachelard, Gunther Anders, Ivan Illich, Lewis Mumford, Zygmunt Bauman and Y. Noah Harari. Besides, as a proposition, it can be stated that today sci-fi movies -even the most extraordinary ones- have ironically turned into one of the most authentic projectors in making sense of the fantastic world we live in.

Criticism of Kant's Conception of Freedom in Adorno

    Tüzen, Muhammed Ahmet

Adorno, who has critical thoughts on the positivist perspective that is the core of the philosophy of Enlightenment and the mental comprehension to which positivism depends, states that Kant's notion of freedom, which puts strictly adhesion to the law in the center, is an abstract, disconnected from experience, compelling/oppressive nature. Accordingly, Kant, who activates the mind against the blind power of nature, explains the free action as to act according to the pure mind. In Kant, which approaches moral laws as freedom laws, freedom is considered as the law that both is to use of the mind in an absolute manner and must be obeyed and treated accordingly. In this context, Adorno implies that Kant's moral philosophy is structured in such a way as not to allow it to act otherwise, although it does not have authoritarian thoughts. This study which is based on Adorno's thoughts aims to evaluate Kant's understanding of freedom in four parts within the above-mentioned framework: (i) Freedom as a balancing force against the causality of nature, (ii) freedom disconnected from experience and spiritualized, (iii) freedom to express action by centering the law, (iv) freedom intertwined with bourgeois work ethic.

The Effect of Defense Sports on the Treatment of Attention-Deficit/Hyperactivity Disorder in Children

    Bayrakdaroglu, Serdar; Tekin, Ali

Attention-deficit/hyperactivity disorder is a significant problem in children. Primarily pharmacological, educational, cognitive-behavioural and multi-model intervention techniques are used to treat this disorder. The success level differs with advantages and disadvantages of each technique and any single technique is not sufficient. In recent years, the positive aspects of physical exercise used in treatment alone or in combination with other techniques has made the different types of physical exercise worthy of investigation. This review aims to summarize the scientific evidence obtained through literature on the effects of defense sports in the treatment of attention-deficit/hyperactivity disorder in children. The results showed that the most beneficial sports are Taekwondo, Karate, Judo and Tai Chi. There are studies supporting the positive effect of the use of defense sports in treatment with few exceptions, but it is quantitatively insufficient. Therefore, new studies are needed to test the effect of different defense sports on a sufficient number of different samples representing the related population.

    Zambak, Omer; Sever, M. Onur

It is aimed to investigate the effects of explosive strength training on aerobic capacity, anaerobic capacity, blood pressure, resting heart rate and shooting speed. The aim of this study was to investigate the explosive strength training on some physical and physiological parameters. The study included 38 volunteer 1st and 2nd amateur league footballers aged 1825 years. Aerobic capacities of the players were measured by shuttle run test and Anaerobic power measurement by vertical jump test. After calculating the vertical jump value of the athletes anaerobic strength; calculated using the Lewis Nomogram using vertical jump and body weight values. The shooting speed of the players was determined by speed pocket radar equipment In the study, different strength training (station training method) and football-specific technical and tactical training programs were applied to the research group for 8 weeks, 3 days a week. only technical and tactical training programs were applied to the control group. The parameters were taken twice before and after the 8-week study. In order to determine the differences between the pre-test and post-test results, The Wilcoxon test, one of the nonparametric tests, was used to, Mann Whitney U-test analysis was used to compare the pre-test and post-test values between the groups. The significance level of the study was accepted as p<0.05. Significant difference in shooting speed was found as a result of the signed ranks test comparing the pre-test and post-test measurements of the research group participants (p<0,05). Significant differences between the measurements of aerobic power, anaerobic power were found as a result of the signed ranks test comparing the pre-test and post-test values of the control group participants (p<0,05). After the Mann-Whitney U test, where the posttest measurement values of the experimental and control group participants were compared, there was a significant difference between the groups in aerobic power values, and this difference was found to be in favor of the experimental group participants (p <0.05). As a result, it can be said that explosive strength training applied to amateur football players between the ages of 18 - 25 increases the shooting speed.

Hepatic venous Doppler assessment can anticipate simplified pulmonary embolism severity index and right ventricle dysfunction in patients with acute pulmonary embolism

Acar, Emrah; Izci, Servet; Inanir, Mehmet; Yilmaz, Mehmet F.; Izgi, Ibrahim A.; Gokce, Mustafa; Kirma, Cevat

Purpose Acute pulmonary embolism (APE) is a life-threating cardiothoracic thromboembolic emergency in which right ventricle dysfunction (RVD) is a major concern. In the present study, we examined the hepatic veins (HVs) blood flow with pulsed-wave spectral Doppler ultrasonography to determine its relationship with the simplified pulmonary embolism severity index (sPESI) and the patient's RVD status. Methods We divided the 243 patients who met the inclusion criteria into two groups based on both their sPESI scores and their RVD status. Transthoracic echocardiography was performed to evaluate the RVD and the HVs within 1 hour after patient admission. The liver was evaluated using subcostal and intercostal echocardiographic windows in grayscale B-mode, and HVs were assessed using color and spectral Doppler assessment though the same echocardiographic windows. Result A cut-off value of the systolic reverse flow velocity-time integral (SrVTI) = 2.2 cm carried a sensitivity and specificity of 84.29% and 74.89%, respectively, for the prediction of sPESI >= 1. A SrVTI cut-off value of 2.1 cm yielded a sensitivity and specificity of 83.03% and 73.91%, respectively, for the prediction of RVD. Conclusion HV Doppler assessment could be a useful method for anticipating the sPESI and the presence of RVD in patients with APE. In addition, it may provide information regarding the hemodynamic impact of APE.

Investigation of Fosfomycin and Chloramphenicol Susceptibility of Carbapenemase-Producing Klebsiella pneumoniae Strains

Borsa, Baris Ata; Güngördü-Dalar, Zeynep; Karakullukçu, Asiye; Özalp, Veli Cengiz; Aygün, Gokhan

Objective: Antimicrobial resistance is one of the most mportant health problems of recent years. Multidrug-resistant Klebsiella pneumoniae strains have been causing serious problems in many countries including Turkey in recent years. Aim of this study was to detect molecular mechanisms behind the carbapenem resistance in carbapenem-resistant K. pneurnoniae strains isolated from rectal swab samples and investigate the susceptibility of two potentially alternative drugs, fosfornycin, and chloramphenicol. Methods: 46 K. pneumoniae strains isolated from rectal screening cultures of intensive care unit patients by using MacConkey agar containing 2 mg/L meropenem were included in this study. Carbapenem resistance of strains were confirmed by minimum inhibitor concentrations of meropenem obtained with gradient strip test. Presence of the bla(KPC,) bla(NDM) and bla(OXA), bla(IMP) and bla(VIM) genes were investigated by the real-time polymerase chain reaction. Broth microdilution method was used to investigate chloramphenicol susceptibility, and gradient strip test was used to investigate fosfomycin susceptibility of the strains. Results: At least one carbapenemase gene was detected in all K. pneumoniae strains. While all strains were found positive for the presence of OXA-48 type carbapenemase gene, 12 (26%) out of 46 were positive for both OXA-48 and NDM-1 carbapenemase genes, and only one (2%) strain was positive for OXA-48, NDM-1, and IMP-1 carbapenemase genes. Only 3 (6%) out of 46 strains were found susceptible to fosfomycin while 23 (50%) of them were susceptible to chloramphenicol. Additionally, we observed that the resistance rates to fosfomycin and chloamphenicol tended to be higher among carbapenemase producers. Conclusions: It is estimated that fosfomycin is not going to be a good option for the treatment of infections caused by carbapenemresistant K. pneumoniae strains in Turkey since only 6% of them were susceptible. Although the chloramphenicol susceptibility rate (50%) was higher than fosfomycin, further clinical studies are required to provide a better knowledge about the usage of this antibiotic in systemic infections. Moreover, multiple carbapenemase producers tended to be more resistant to fosfomycin and also chloramphenicol.

Aim: The purpose of this study was to investigate the protective effects of ethyl pyruvate (EP) and dimethyl sulfoxide (DMSO) on ischemic tissue in brain and cardiac and hepatic tissues in experimentally induced carbon monoxide (CO) intoxication. Material and Methods: Thirty-five mature female Sprague Dawley rats were randomized into five groups of seven animals each. Group 1 received no CO or treatment. Rats in groups 2, 3, 4 and 5 were made to inhale a high-concentration 5000 ppm CO gas mixture for 60 min at 4 L/min. CO levels were then measured from 1 mL tail vein blood. Group 2 received no therapeutic agent, group 3 received 6 mg/kg intraperitoneal (ip) DMSO, group 4 received 50 mg/kg ip EP, group 5 received 50 mg/kg EP and 6 mg/kg DMSO ip. All rats were sacrificed by decapitation. Brain, cardiac and hepatic tissues were removed and histopathological scores were compared. Results: Comparison of group 2 with group 3 and group 2 with group 5 revealed that DMSO alone and EP + DMSO exhibited a reducing effect on degree of cerebral neuronal alteration, degenerative neuron rates, and total cardiac injury score (p=0.005, p=0.002, p=0.004 and p=0.002, p=0.001, p=0.004 respectively). There was no histopathological difference between group 2 and group 4 suggesting EP alone had no therapeutic effect on histopathological injury. Conclusion: Based on our study findings, EP administered alone exhibited no protective effects on the organ injuries investigated, while DMSO exhibited reducing effects on degree of neuron alteration, rates of degenerative neurons, and total cardiac injury scores. An ameliorating effect on cardiac and hepatic injury was more prominent with combined treatment.

Börü, Ulku Turk; Bölük, Cem; Tasdemir, Mustafa; Gezer, Tugce; Serim, Vedat Ataman

Objective Studies focusing attention on the effects of environmental pollution on the etiology of multiple sclerosis (MS) are on the increase. The aim of this study was to determine MS prevalence in a city home to an iron and steel factory which causes air pollution. Methods The study was designed as a cross-sectional, population-based, descriptive epidemiologic study. Eregli city, which has an iron and steel factory and proven air pollution, was screened. Additionally, Devrek city, which is a rural and clean city, located 40 km away from Eregli was assigned and results were compared. A validated questionnaire was used for screening. McDonald 2010 criteria were used to diagnose cases. Results 32 261 people were screened in Eregli, and 21 963 people were screened in Devrek. In total, 41 patients were diagnosed with clinical definite MS. Crude prevalence was found to be 96.1/100 000 in Eregli and 45.5/100 000 in Devrek. The mean age of patients was 39.8, and the female/male ratio was 1.9. Conclusion The results of this study indicate a more than double MS prevalence rate in the area home to an iron and steel factory when compared to the rural city. This supports the hypothesis that air pollution may be a possible etiological factor in MS.

Right Ventricular Early Inflow-Outflow Index-A new method for echocardiographic evaluation of right ventricle dysfunction in acute pulmonary embolism

Acar, Emrah; Izci, Servet; Inanir, Mehmet; Yilmaz, Mehmet Fatih; Izgi, Ibrahim Akin; Kirma, Cevat

Introduction Acute pulmonary embolism (APE) is a cardiothoracic thromboembolic emergency at risk of life-threatening. Several risk graduation algorithms may be applied to delineate short-term mortality in patients with APE. In this study, we aim to depict the relationship between the right ventricular early inflow-outflow (RVEIO) index, which is a Doppler-based parameter, and the pulmonary embolism severity index(PESI) in acute pulmonary embolism. Methods In the presented study, a total of 160 patients who were diagnosed with APE using pulmonary computed tomography angiography or ventilation/perfusion scintigraphy were comprised. Patients were separated to 2 groups based on the simplified PESI (sPESI): sPESI < 1 (n = 88) and sPESI >= 1 (n = 72). Echocardiographic parameters, including the RVEIO index, were measured. Results There were no significant differences between the groups in age and gender distribution, or the presence of diabetes mellitus, hypertension, smoking, and history of coronary artery disease. There was a positive correlation with the mortality rate and RVEIO index; the mortality was higher in patients with a higher RVEIO index(<0.001). In receiver operating characteristic (ROC) curve analysis using a cutoff level of 14.39, RVEIO index predicted mortality with a sensitivity of 80.4% and specificity of 57.6%(ROC area under curve:0.694; 95%CI, 0.581-0.814; P < .001). RVEIO index was higher in the sPESI >= 1(n:72) than in the patients with sPESI < 1(14.27 +/- 2.13 vs 10.63 +/- 2.09; P < .001). There was a positive correlation between RVEIO index and sPESI score(+0.428; P < .001). Conclusion As well as predicting the degree of tricuspid regurgitation (TR), the RVEIO index is well-correlated with sPESI score and is associated with mortality in patients with APE. This easily measurable parameter may be used to predict short-term mortality in APE patients.

Tatli, Ozgur; Pasli, Sinan; Imamoglu, Melih; Cicek, Mustafa; Yadigaroglu, Metin; Sahin, Aynur; Dilaver, Irem; Yulug, Esin; Karaca, Yunus

Background and study aims: Esophageal burns due to ingestion of corrosive substances are frequently seen in both children and adults. However, there is no standard method of treatment to prevent associated mortality and morbidity. Therefore, this study aimed to evaluate the effects of known antioxidants, namely N-acetyl cysteine and ethyl pyruvate, on esophageal damage due to sodium hydroxide-induced corrosive burns. Materials and methods: Thirty-five female rats were randomly assigned to five equal groups. Group 1 was the sham group, while Group 2 was the control group. Group 3 received N-acetyl cysteine, Group 4 received ethyl pyruvate, and Group 5 received both N-acetyl cysteine and ethyl pyruvate. Rats in the burn groups were gavage-fed with 0.2mL of 25% NaOH. All esophagi were extracted on day 4 for histopathological evaluation. Results: Total histopathological damage scores were evaluated at the end of the study. Groups 3 and 5 were significantly different from the control group in terms of total histopathological scores (p = 0.001), while no significant difference was seen with Group 4. Stenosis index results in groups 3 and 5 were similar to those seen with total histopathological scores (p = 0.004). Conclusion: N-acetyl cysteine, alone or in combination with ethyl pyruvate, may be useful in the treatment of esophageal damage associated with corrosive substances and in achieving histopathological improvement in an experimental setting. The aim of this study to examine the trait anxiety level of referees in different branches in terms of some variables. For the model of the research, the survey model, one of the quantitative research types, was chosen. While the population of the research is composed of referees working in different branches in Mugla Province, the sample is composed of 167 referees who have been chosen by a randomized sampling method and participated in the research voluntarily. The authors designed a personal information form for the demographical information of the participants. The Trait Anxiety Inventory developed by Spielberger, Gorsuch and Luschene (1) (1970) and adapted to Turkish by Oner and Le Compte (2) (1983) was used to determine the participants' anxiety levels. The data obtained from the form and scale used were analyzed using the SPSS 17 package program. Frequency, percentage, average, and standard deviation values were used in the analysis of the data. Data normal distributions were analyzed with Skewness-Kurtosis values. Since the data showed normal distribution, t-test and ANOVA test, which are parametric tests, were used, and the significance level was accepted as p <0.05. According to the findings of the study, while the anxiety levels of the referees showed significant differences in terms of gender, they did not display a significant difference with the variables of age, education level, refereeing time and refereeing classification. Consequently, the trait anxiety levels of female referees are significantly higher in favor of the trait anxiety levels of male referees. This study revealed that anxiety-reducing training should be focused on reducing the trait anxiety situations that female referees experience more than male referees.

Bayrakdaroglu, Serdar; Ari, Erdal; Özkamçi, Huseyin; Can, Ibrahim

Purpose: The aerobic fitness in soccer is an important performance component. The aerobic endurance level of players may positively effect performance of critical match activities. The examination of Yo-Yo intermittent recovery test (YYIRT) performance of young soccer players at different playing positions was aimed in this study. Material: The research group was consisted of 75 young soccer players playing at U-21 category of professional soccer teams at different leagues. The soccer players at 5 different playing positions participated in study voluntarily (centerback: n=15, fullback: midfielder: n=15, winger: n=15, forward: n=15). The YYIRT (level 1) was performed for determination aerobic endurance parameters (covered distance during test, maximum oxygen uptake (VO2max) and maximal aerobic speed (MAS) of players. The one-way ANOVA analysis was used for comparison between playing positions of YYIRT parameters. Results: It was determined that difference between YYIRT parameters of players at different playing positions was non-significant (p>0.05). However, the midfielders covered more distance (2425,33 +/- 440,42 m) than forward (2146,67 +/- 339,64 m), winger (2137,33 +/- 615,18 m), fullback (2056,00 +/- 512,43 m) and centerback (1960,00 +/- 313,51 m) players. The positional requirements of midfielders may be decisive on covered distance during YYIRT. Conclusions: Consequently, it may be said that the young soccer players at different playing positions had similar YYIRT performance and the playing position effect on YYIRT performance could vary depending on league level and individual features of players.

Effect of filler percentage of recycled asphalt pavement (RAP) materials on CBR performance and cost analysis

Seferoglu, Aysegul Gunes; Seferoglu, Mehmet Tevfik; Akpinar, Muhammet Vefa; Çelik, Muhammet

Recycled asphalt pavement (RAP) materials are an alternative to natural aggregate (NA) because they reduce environmental pollution and provide energy and cost savings. In many countries abroad, the usage of RAP materials in road pavement layers are permissible at certain rates. However, the mechanical properties of RAP materials are dependent on; the materials are derived from the in which pavement layer, the service life and construction characteristics of the road it is milled, the properties of the materials used (bitumen and aggregate) in the layer and the characteristics of the milling machine. In this study, two types of RAP materials (RAP(1) and RAP(2)) obtained from the degraded wearing layers of two different roadway using milling machine were mixed with NA in different rates (0%, 15%, 30%, 45%, 60%, 100%). Some of the characteristics of the mixtures were examined with reference to 100% NA mixture values by performing laboratory tests such as bitumen ratio, sieve analysis, modified proctor and California bearing ratio (CBR) on the mixtures obtained. According to the results, maximum rates of RAP(1) and RAP(2) which can be used in plant-mix base type-1 layer as an alternative material to NA is determined according to Turkey Highway Technical Specification. In addition, in the case of using RAP materials, the profit rates of material costs to be reduced by the reduction of the need for NA material are also determined by cost analysis.

Can Zeolite Application Decrease the Need for Nitrogen in Silage Corn?

Gül, Zeynep; Tang, Mustafa; Yolcu, Halil

The effects of applications of zeolite, nitrogen and zeolite + nitrogen on yield, quality and some morphological traits of silage corn was researched at the Research Station of the Agriculture Faculty, University of Ataturk, Eastern Turkey, during 2012 and 2013. Treatments included a control, three zeolite (Z(1): 500, Z(2): 1000, Z(3): 1500 kg ha(-1)), three nitrogen (N-1: 50, N-2: 100, N-3: 150 kg ha(-1)) and nine combinations of zeolite + nitrogen. The experimental design was randomized complete blocks with three replications. The application of zeolite + nitrogen application enhanced silage yield by 5.8-18.9%, dry matter yield by 4.5-21.4%, corncob rate by 6.6%, plant height by 3.0-16.1% and leaf rate by 17.5%. Further, the application of zeolite + medium or low nitrogen application produced similar silage yield, dry matter yield, dry matter rate, crude protein content, ADF, NDF, corncob rate, stem rate, plant height and leaf rate in comparison to the highest level nitrogen application. The results indicate that the application of zeolite + nitrogen can be used to increase efficiency of nitrogen and to decrease nitrogen requirements in silage corn for yield and other parameters.

Sahin, Aynur; Pasli, Sinan; Cicek, Mustafa; Karahan, Suleyman Caner; Mentese, Ahmet; Yulug, Esin; Karaca, Yunus; Tatli, Ozgur

Purpose: To investigate the healing effect of resveratrol on ischemia, inflammation and oxidative injury in brain and heart tissue of rats in an experimentally induced carbonmonoxide (CO) intoxication model. Methods: Twenty-eight mature female Spraque Dawley rats were randomized into four groups of seven animals each. Groups I and II inhaled room air for 60 minutes. Groups III and IV inhaled a high concentration of a 5000 ppm CO gas mixture at 4 L/min until loss of consciousness. Blood CO levels were measured from 1 mL blood specimens collected from the tail vein. Groups I and III received 1 mL of normal saline while groups II and IV received 25 mg/kg resveratrol intraperitoneally. At the end of 48 hour, the rats were sacrified and later blood, brain and heart tissue samples were taken for histopathological and biochemical evaluation. Neuron damage scores, percentages of degenerate neurons and apoptosis rates in the cortex and hypothalamus were calculated in brain tissues. Myocyte degeneration, vascular congestion and myocyte apoptosis rates were calculated in heart tissues. Total antioxidant (TAS), total oxidant (TOS) and oxidative stress index (OSI) levels were also calculated from the tissue samples. Results: Histopathological evaluation revealed that resveratrol significantly reduced tissue damage in the brain when groups III and IV were compared (p<0.05). Resveratrol also reduced cardiac myocyte degeneration and myocyte apoptosis rate in heart tissue (p=0.004 and p=0.002). No positive effect was determined at analysis of antioxidant parameters. Conclusion: The results of this study investigated that resveratrol administration in experimental setting may be beneficial in healing injury secondary to CO intoxication in brain and heart tissue.
