- MakaleAçık Erişim2021Relations between Foreign Direct Investment and Exchange Rate Volatility in Turkey: Analysis of Symmetric and Asymmetric Causality (2001:M1-2020:M2)
Doganay, Muharrem Akin; Recepoglu, Mursit; Deger, Mustafa Kemal
The objective of this study was to examine the relationship between exchange rate volatility and Foreign Direct Investment (FDI) in Turkey that adopting liberal policies in the post-1980 period. In this study, the relationships between FDI and exchange rate volatility were determined by symmetric (Fourier Toda-Yamamoto) and asymmetric (Hatemi-J) causality tests using the monthly data for the period of 2001:M1 - 2020:M2. According to the symmetric causality test results, there is a one-way relationship from FDI to exchange rate volatility. According to the results of the asymmetric causality test, there are two-way and significant causal relationships between the variables of FDI and exchange rate volatility. These results show the importance of reducing exchange rate volatility for the Turkish economy.

Ashyralyyev, C.; Akyuz, G.
In this paper fourth order of accuracy difference scheme for approximate solution of a multi-point elliptic overdetermined problem in a Hilbert space is proposed. The existence and uniqueness of the solution of the difference scheme are obtained by using the functional operator approach. Stability, almost coercive stability, and coercive stability estimates for the solution of difference scheme are established. These theoretical results can be applied to construct a stable highly accurate difference scheme for approximate solution of multi point overdetermined boundary value problem for multidimensional elliptic partial differential equations.

Introduction: Mechanical obstruction is the most common form of nasal obstruction. Among the types of mechanical obstructions, septum deviation and inferior turbinate hypertrophy are the most prevalent. Objective: This study evaluated the early clinical outcomes of inferior turbinate radiofrequency and inferior turbinate lateralization combined with septoplasty in the treatment of nasal obstruction symptoms. Methods: The research retrospectively evaluated data from 33 patients (24 male, nine female) undergoing septoplasty and inferior turbinate radiofrequency (RF group) and 32 patients (24 male, eight female) treated with septoplasty and inferior turbinate lateralization (LAT group), who were admitted, with complaints of nasal obstruction, to the University of Health Sciences, Department of Otorhinolaryngology, between January 1, 2017 and January 1, 2018. The patients' preoperative and 6-month postoperative symptoms were evaluated via the Nasal Obstruction Symptom Evaluation, the NOSE scale. Results: The mean preoperative NOSE scores were 10.3 +/- 4.2 in the RF group and 10.9 +/- 4.9 in the LAT group, and the mean six-month postoperative scores were 1.09 +/- 1.3 in the RF group and 1.2 +/- 1.3 in the LAT group. There was no significant difference in NOSE scores between the two groups (p> 0.05). Conclusion: The data obtained in this study show that both methods result in similar outcomes in terms of relieving nasal obstruction symptoms in patients requiring inferior turbinate intervention. Therefore, the researchers believe that, in each case, the intervention method should be selected at the discretion of the patient and surgeon(s). İncele - MakaleAçık Erişim2021Evaluation of the process for acquisition of land property in the implementation of power transmission line projects
Döner, Fatih; Kaya, Erhan
While preparing PTL (Power Transmission Line) projects, the land where the PTL is crossing is determined by considering criteria such as economy, environment and security. The realization of PTL projects is possible after acquisition of property of these lands. In this study, the process of acquisition land property in the implementation of PTL projects is evaluated. When data are examined, it is seen that the number of lawsuits filed against the PTL in past year was 15759 and rate of non-court settlement with land owners in the five-year period was 13%. The main factor for the high number of lawsuits and low settlement rate is real estate valuation studies in determining the price to be paid for land to which the PTL will be established. As land value determined as a result of valuation methods, criteria and rates referenced does not reflect real value in most cases, no agreement can be reached with the land owners. It is considered that most ideal solution from a legal point of view is to prepare a holistic valuation law that regulates real estate valuation activities, from an organizational point of view is to set a connection between cadastre and real estate valuation and from a technical point of view is to set-up a database which enables managing properties of real estates and their up-to-date values.

İncele - MakaleAçık Erişim2021The investigation of mechanical properties of polypropylene fiber-reinforced composites produced with the use of alternative wastes
Külekçi, Gokhan; Çullu, Mustafa
Various studies on the disposal or storage of the wastes generated due to mining activities have been carried out until today. With the developing technology, the use of alternative products instead of aggregates in Composite and the effect of fiber addition were investigated. The most common of these studies is the bending strength tests on the beam sample. In this study, solid wastes generated by mining operations were used instead of aggregate used in Composite. Beam samples were poured with the dimensions of 40x40x160 mm by adding 4-6 kg/m(3) polypropylene fiber to the mixture obtained by using these solid wastes; then, its effects on ultrasonic pulse velocity test, tensile test, and compressive strength tests were conducted. According to the results of these tests, it was found that the fibers had a positive effect on compressive strength and bending strength. Also, it was found that water absorption rates and densities did not have an effect, while the ultrasonic pulse velocity decreased with increasing fiber content.

Canbolat, Deniz; Turan, Ibrahim; Küpeli, Yunus Emre; Kilinç, Sedanur; Piliç, Sevim
Propolis, which has been used in traditional medicine for hundreds of years all over the world, is a resinous natural product with a complex content obtained by honey bees by mixing the buds of plants and pollen grains with enzymes they secrete. Propolis may have different contents due to the gathering region, plant source, bee variety and climate of the place where it is collected. Although there are many studies related to different regions, so far the propolis of the Savsat region in Artvin have not been studied yet. The aim of this study is to determine the antioxidant properties (determination of iron reducing power, 2,2-diphenyl-1-picrylhydrazyl (DPPH) radical scavenging activity, total phenolic and total flavonoid content) of propolis extracts of Artvin Savsat region prepared with phosphate buffer salt solution (PBS) prepared at different temperatures (45 and 60 degrees C) and to determine the erythrocyte hemolysis inhibition properties of the extracts. Total phenolic (11.91 +/- 0.5-24.14 +/- 1.38 mg gallic acid equivalent to g propolis) and total flavonoid (1.79 +/- 0.03-2.13 +/- 0.07 mg quercetin equivalent to g propolis) content of PBS extracts, iron power determination (12.80 +/- 0.36-27.15 +/- 0.12 mg ascorbic acid equivalent to g propolis), 2,2-diphenyl-1-picrilhydrazyl (DPPH) radical scavenging activity (%22.86 +/- 0.5-31.24 +/- 1.33) and erythrocyte hemolysis inhibition (%55.58 +/- 0.57-96.37 +/- 0.02) were determined using spectrophotometric methods. As a result of the experiments, it was determined that the extract with PBS obtained at a temperature of 60 degrees C was higher than the extract obtained at 45 degrees C, in terms of antioxidant properties and erythrocyte hemolysis inhibition ratio. Karademir, Aysenur; Unver, M; Tanriverdi, M
This study aims to discover the history of Akbaba village, which is located in the Beykoz district of Istanbul. It was named after Mehmed Efendi, who was a dervish ghazi from Mehmed the Conqueror's anny. He built a dervish lodge, tekke, worshipped there until the rest of his life, and was then buried near it. Mehmed Efendi was known as Akbaba Sultan among the public, and his tomb has been a sacred place visited by Muslims since then. Canfeda Khatun, a ketkhuda wormy: of Sultan Murad M.'s harem, established a mosque and other main buildings there as part of her pious foundation, waif, and a village arose around them at the end of the sixteenth century. That was the way the land became a residential area during the Ottoman period. However, the waqf accounting registers reveal that there was more on Canted& Khatun's mind as the tekke's followers were janissaries in Akbaba. The village stayed as the way it was until 1826 when Sultan Mahmud II abolished the ocak of Janissaries, ending all their tekkes, including the one in Akbaba. As its followers were exiled, Canfeda's waqf lost its importance in the village. It seems that nobody remembers the significance of her waqf at Akbaba today besides the name of Canted& Khatun. This work explores the roots of the village through the help of archival documents, especially from the waqf accounting registers.

- MakaleAçık Erişim2021A Sociological Criticism of the Global Health Discourse: The Pandemic as a Metaphor of Contemporary Culture
Demir, Sertac Timur
This article argues that a clear correlation exists between disease and the prevailing social functioning. In this respect, every disease can be seen as a metaphor for the age and society in which it emerges. In other words, every period carries a form of disease that bears traces of the dominant lifestyle. This study approaches the epidemic as a kind of sociological projection in the context of studying modern culture and continues the discussion along the lines critically opened by Susan Sontag (2005). lust as Sontag examined disease as a metaphor, this article debates the discourses on masks, social distancing, and hygiene within the scope of COVID-19 along a specific sociological axis around the concepts of speed, control, information, hyper-medicalization, and death as the dominant indicators of contemporary culture. For this purpose, the study seeks answers to the following questions through the leading social theorists of the field such as Bauman, Baudrillard, Turner, Furedi and Chul-Han: How does the global epidemic and the current health discourse embodied in it appear within the sociological context? What thoughts and tendencies emerge when examining the pandemic portrait as a social metaphor? For example, what kind of relationship exists between hygiene and cultural fears; among distance, social isolation, and avoidance; and between masks and the superficial idea of death concealed behind quantification? Undoubtedly, the pandemic is a critical breaking point in the history of modern medicine and has forced not only global health practices but also many value judgments to both paradoxically be accepted and questioned.

İncele - BildiriAçık Erişim2021Automatic Sleep Scoring System Based On Autoregressive Model
Melek, Mesut
Electroencephalography (EEG) signals recorded during sleep are divided into 30-second segments and analyzed by experts and classified into sleep stages, and in this way, diagnosis and treatment of diseases are made. Computer-assisted sleep scoring systems can effectively reduce the burden of experts by classifying sleep stages. In this study, after preprocessing of the EEG signals, four features were obtained for each EEG band (20 features in total) with the autoregressive model and then classified with three different classifiers common in machine learning. The proposed method was tested on the data set called ISRUC sleep (Subgroup 3, ISRUC3) and the results were compared with the results of other studies. The results show that the proposed method is more successful than other existing methods, despite the use of fewer features.

Madendere, Serdar; Deger, Muslim Dogan; Demirkiran, Engin Denizhan; Yildiz, Huseyin Alperen
Objective: The goal of this study was to investigate Turkish urologists' role and attitude toward the systemic treatment of urologic cancers. Materials and Methods: An 18-item survey was e-mailed to 2305 certified Turkish urologists. The survey included questions designed to evaluate urologists' knowledge of chemotherapy procedures and their ability to manage complications, as well as how many of them perform systemic therapies and believe urologists should perform these therapies for urologic cancers. Results: We evaluated 305 responses. Most urologists (89.6%) perform hormonotherapy for prostate cancers. Further, the majority refer patients to medical oncologists for chemotherapy. Moreover, 65.9%, 70.8%, and 72.1% of the urologists believe that only medical oncologists should deliver chemotherapy for prostate, bladder, and testicular cancers, respectively. Only 23.9% of urologists believe they are competent to perform chemotherapy, while 16.7% believe they are capable of dealing with chemotherapy complications. Conclusion: Turkish urologists have a lack of performance and interest in administering systemic therapies in urologic cancers. We want to emphasize that urology is more than just surgery. Urologists should be involved in all stages of cancer treatment.
