Main reasons of government reforms in Turkey and the legislation/reform efforts between 1990 and 2007

    Kalkişim, Hasan Mahmut

Introduction In today’s world where the idea of “the only thing that does not change is change itself” comes true, dazzling developments in the economic, technological, political, social, and cultural areas materialize, and administrative and economic transformations occur in parallel with these developments. The fact that the wind of change and transformation took place all over the world forced the countries to embrace this wind, and with this effect, the countries with the fear of falling behind began to redesign their economic, political, and administrative structures within the framework of this transformation. In this direction, various modern management approaches have been applied in different countries. Concepts such as total quality management, strategic management, learning organization, and accountability started to be used in the public administration of countries. “New Public Management Approach” which emerged in the international arena especially after the 1980s directs the reform efforts of the countries. In Turkey, citizens from the politicians, businessmen, and scientists to the bureaucrats, small shopkeepers, and ordinary people express that there is a need for the re-arrangement of public sphere, and public sphere needs to be designed in such a way that it provides services at a sufficient and effective level (Parlak, 2005: 182). Historically, the reform efforts in Turkey started in Ottoman Empire time. Reform efforts took the form of westernization after the political reforms made in the Ottoman Empire in 1839 (called Tanzimat in Turkish). Reform efforts did not change its….

Effect of nano materials additives on fuel properties and combustion characteristics; [Nano materyal içerikli katkıların yakıt özelliklerine ve yanma karakteristiklerine etkileri]

    Sezer, İsmet

This study compiled the results of various researches performed on using nanomaterials additives in diesel engine fuels such as diesel, biodiesel, water emulsified fuels and various fuel blends. Three different techniques are used the reduction of the harmful exhaust emissions of the diesel engine. The first technique for the reduction of harmful emissions is improved the combustion by modification of engine design and fuel injection system, but this process is expensive and time consuming. The second technique is the using various exhaust gas devices like catalytic converter and diesel particulate filter. However, the use of these devices affects negatively diesel engine performance. The other technique to reduce emissions and also improve diesel engine performance is the use of various fuel additives. The major pollutants of diesel engine are oxide of nitrogen (NOx) and particulate matter (PM). It is very difficult to reduce NOx and PM simultaneously in practice. The most researches declare that the best way to reduce the emissions and increase the engine performance is the use of nano material additives and water emulsified fuels. The effects on fuel properties and combustion characteristics of different nano material additives in various diesel engine fuels are investigated in this review.

Mapping Istanbul quarry mining region using Landsat 8 OLI&TIRS data

Balcik, Filiz Bektas; Topaloglu, Raziye Hale; Goksel, Cigdem

Open mining operations have brought number of environmental challenges, which may result in soil erosion, dust, noise, water pollution, and severe impacts on biodiversity. Determination of the mining activities and its surrounding environment is a major issue in sustainable resource management. Many remote sensing indices have been developed and widely applied as an effective tool to determine different land surface types. The main objective of this study was to determine quarry mines and its surroundings land use and land cover (LULC) categories in the selected study area of Istanbul using different remote sensing indices including Tasseled Cap Transformation (Brightness, Greenness and Wetness) and Normalized Difference Bareness Index (NDBals). In this study, an open mining area in the northern Black Sea coastal part of Istanbul was selected as study area. Freely available Landsat 8 OLI & TIRs image was used to determine quarries and land cover/ land use categories in the concerned area. By using original bands of Landsat 8 OLI, TCT components and NDBal, three different data sets were created. Each image was then separately subjected to support vector machine classification and processed to identify and quantify LULC categories. The accuracy of classification results were evaluated in a comparitive manner using error matrix. Data set C had the highest overall accuracy and Kappa statistics that were calculated as 83.00 and 0.80, respectively.

Object based classification of unmanned aerial vehicle (UAV) imagery for forest fires monitoring

Baha Bilgilioglu, B.; Ozturk, Ozan; Sariturk, Batuhan; Seker, Dursun Zafer

In case of fire, determination of burned trees and fire direction is very important. Until now, satellite images and aerial photographs have been widely used in forest fire studies. However, these data can be ineffective in terms of temporal and spatial resolution. In recent years, due to high resolution of provided images, use of Unmanned Aerial Vehicle (UAV) rapidly increased in forest related monitoring studies. Images obtained soon after the forest fires by means of UAVbecome the most important data to evaluate the damage level in the forestry area using different classification techniques. Conventional image classification methods are inefficient for evaluation of high resolution images. However, object-based classification is more accurate than conventional methods. Because, this method uses spectral, neighborhood, texture, hierarchy and size based relationships. In this study, forest fires occurred in Camburnu Natural Park in Surmene District of Trabzon Province located in the Black Sea Region of Turkey was selected as the study area. To determine the destroyed area, high resolution UAV images of the study area were obtained and image pre-processing steps were employed. Object-based classification and pixel-based classification have applied to these images. The boundaries of destroyed forest have been extracted by means of two classification methods. Additionally, combining of these two classification results was investigated to improve the results of the burned area.

A STUDY ON THE CHARACTERISTICS OF GÜMÜŞHANE SEISMICITY: ANALYSES OF REGION-TIME PARAMETERS

    Öztürk, Serkan; Kaya, Aynur

The proposed study is focused on the identification of region-time characteristics of earthquakes in Gümüşhane, Turkey. Detailed statistical evaluations were achieved by considering the most frequently used size-scaling parameters such as seismotectonic b-value, fractal dimension Dc-value, standard normal deviate Z-value and recurrence time of earthquakes. Used earthquake catalog is homogeneous for duration magnitude, Md, and consists of 2902 shallow earthquakes with 1.0≤Md≤6.5 in about 47.76-years period between 1970 and middle of 2018. b-value is computed as 1.02±0.02 with a completeness level of 2.8, and this result indicates that frequency-magnitude distribution of seismicity in Gümüşhane is well represented with a b-value typically close to 1.0. Dc-value is calculated as 1.57±0.03 with a scale invariance between 4.96 and 86.28 km. This Dc-value means that seismic activity is more clustered in smaller areas or at larger scales in Gümüşhane. The analysis on the recurrence times of earthquakes implies that Gümüşhane has not a significant earthquake potential for the great earthquakes. Regional variation of b-value shows that small bvalues were observed in and around Kelkit and Köse, and these regions may have a possible earthquake hazard and risk in the future. Z-value analysis suggests that there are not noticeable seismicity rate changes in the mid-2018. These statistical results indicate that the seismic hazard is low and seismic risk is minor in the intermediate term in Gümüşhane.

Valorisation of fruit by-products: Production characterization of pectins from fruit peels

    Güzel, Melih; Akpınar, Özlem

The aim of the study is to determine the physical, chemical, structural and thermal properties of the pectins obtained from melon rinds, kiwifruit and pomeganate peels and compared with the pectins obtained from apple and orange peel used in the commercial pectin production process. Pectins extractions from these wastes were performed with citric acid, at 80 °C and 60 min. All pectins, extracted, were found to be high methoxyl pectines. The water holding capacity of the melon rind, kiwifruit and pomegranate peels pectins were lower than the orange and apple peel pectins while the thermal stability of the kiwifruit peel pectin was close to the apple and orange peel pectins. The morphological structures of the extracted pectins showed that they had micro-fractures and hollow openings. The crystallinity of the melon rinds, kiwifruit and pomegranate peel pectins were smilar to orange peel pectin. The result of this study showed that the kiwifruit peel had advantages in terms of commercial pectin production due to its high pectin yield, water holding capacity, esterification degree and thermal stability.

TLD characteristic of glass, feldspathic and lithium disilicate ceramics

    Isik, Esme; Toktamis, Huseyin

Thermoluminescence (TL) emission of dental ceramics could be potentially used for retrospective dosimetry purposes as this allows a quick and reliable dose assessment in case of nuclear accident or bad use of a nuclear attack. This paper reports on the chemical and luminescence characterization of glass, feldspathic and lithium disilicate glass ceramic (LS2). Swedish and Turkish dental ceramics supplied by Vivadent Ivoclar considering: (i) the dose response in the range 10 Gy to 6.9 kGy which displays a linear dose−response at low dose values up to 36 Gy (glass and feldspathic ceramics) and shows sublinear behavior from 12 Gy to 6 kGy (lithium disilicate glass ceramics), (ii) a reproducibility of the TL signal in which the area under the glow curve increased about 25% after 10 cycles for glass and lithium disilicate ceramics and increased about 30% after seven cycles for feldspathic ceramics, (iii) stability of the luminescence emission with the elapsed time and (iv) effect of the heating rate. Glass, lithium disilicate and feldspathic ceramics display a complex UV-blue glow emission that can be respectively fitted to five and four groups of components assuming first-order kinetics behavior.

Estimating the number of clusters in a dataset via consensus clustering

    Ünlü, Ramazan; Xanthopoulos, Petros

In unsupervised learning, the problem of finding the appropriate number of clusters -usually notated as k- is very challenging. Its importance lies in the fact that k is a vital hyperparameter for the most clustering algorithms. One algorithmic approach for tacking this problem is to apply a certain clustering algorithm with various cluster configurations and decide to use the one that maximizes a certain internal validity measure. This is a promising and computationally efficient approach since the independent runs are parallelizable. In this paper, we attempt to improve over this estimation approach by incorporating a consensus clustering approach into k estimating scheme. The weighted consensus clustering scheme employs four different indices namely Silhouette (SH), Calinski–Harabasz (CH), Davies–Bouldin (DB), and Consensus (CI) indices to estimate the correct number of cluster. Computational experiments in a dataset with clusters ranging from 2 to 7 show the profound advantages of weighted consensus clustering for correctly finding k in comparison to individual clustering method (e.g, k-means) and simple consensus clustering.

    A statistical space-time-magnitude analysis on the aftershocks occurrence of the July 21th, 2017 M W  = 6.5 Bodrum-Kos, Turkey, earthquake

    Öztürk, Serkan; Şahin, Şakir

In this study, a detailed space-time-magnitude assessment on the aftershock sequence of July 21th, 2017, M W 6.5, Bodrum-Kos earthquake (Turkey) is carried out by focusing on the analyses of aftershock parameters: b-value, p-value, Dc-value and Mamax. b-value is estimated as 0.90 ± 0.05 with a completeness magnitude Mc = 1.6 and this relatively small b-value may be resulted from the abundance of aftershocks with magnitude M L ≥ 4.0. However, it is well represented by the Gutenberg-Richter law with a typically b ≈ 1.0. p-value is estimated as 1.04 ± 0.02 with a c-value = 0.224 ± 0.039 and is well characterized nearly close to the global p ≈ 1.0. This relatively high p-value may be a result of the relative fast decay rate of the aftershock activity. Dc-value is calculated as 1.74 ± 0.09 and it means that aftershocks are homogeneously distributed. Temporal distribution of b-value shows that small b-values may be due to a stepwise increase in effective stress before the occurrence of larger aftershocks. Regional changes range from 0.5 to 1.2 in b-value, from 0.4 to 1.3 in p-value and from 3.0 to 5.2 in Mamax. The smallest b-values are found in and around mainshock, including Karaada, Bodrum, Akyarlar and Turgutreis, and these regions have high stress as well as coseismic deformation. The largest p-values are found in and around the mainshock epicenter including Karaada, and it is interpreted that this situation may be caused by coseismic deformation. Mamax values larger than 4.4 are observed in and around mainshock epicenter, including Bodrum and Akyarlar, and there is a clear correlation between spatial variations of b-values and Mamax. These results show that stress changes and coseismic deformation seem highly effective on b and p-value variations. Therefore, a special interest needs to be given to these anomaly regions since aftershock hazard is highly associated with these parameters and may be developed considering their space-time-magnitude distribution.

Bektas, Sibel Cevik; Cakmak, Recep; Altas, Ismail H.

This paper introduces design and utilization of a MATLAB graphical user interface (GUI) platform to forecast day ahead hourly Photovoltaic (PV) panel power by using forecasted day ahead global horizontal solar radiation. This platform, which would be a useful and practical tool for researchers who are study on energy management, planning and forecasting studies, consists of three parts. The first part predicts day ahead global horizontal solar radiation by trained artificial neural network (ANN) model. The second part performs the calculation of solar irradiation on the module, which has a tilted angle according to forecasting solar radiation data. The last part estimates the power generated by PV panel according to the calculated incident radiation. In this study, the solar irradiation forecasting, the calculation of incident radiation to tilted module and prediction of the solar power to be generated by the PV module are done. The designed GUI has been utilized to forecast solar radiation and PV output power for test days. Then obtained forecasted data have been evaluated with mean absolute percentage error (MAPE) and correlation coefficient (R).

Combined active flow and flight control systems design for morphing unmanned aerial vehicles

Kanat, Öztürk Özdemir; Karatay, Ertuğrul; Köse, Oğuz; Oktay, Tuğrul

In this article, combined active flow control system and flight control system design for morphing unmanned aerial vehicles is applied for the first time for autonomous flight performance maximization. For this purpose, longitudinal and lateral dynamics modeling of morphing unmanned aerial vehicle having active flow control manufactured in Erciyes University, Faculty of Aeronautics and Astronautics, Model Aircraft Laboratory is considered in order to obtain simulation environments. Our produced morphing unmanned aerial vehicle is called as ZANKA-II, which has a mass of 6.5 kg, range of 30 km, endurance of 0.5 h, and ceiling altitude of 6000 m. von Karman turbulence modeling is used in order to model atmospheric turbulence during flight in both longitudinal and lateral simulation environments. A stochastic optimization method called as simultaneous perturbation stochastic approximation is also applied for the first time in order to obtain optimum dimensions of morphing parameters (i.e. extension ratios of wingspan and tail span), optimum positions of blowers, and optimum magnitudes of longitudinal and lateral controllers' gains (i.e. P, I, and D gains) while minimizing cost index capturing terms for both longitudinal and lateral autonomous flight performances and there exist lower and upper constraints on all optimization variables in the literature.

Detecting interaction/complexity within crowd movements using braid entropy

    Akpulat, Murat; Ekinci, Murat

The segmentation of moving and non-moving regions in an image within the field of crowd analysis is a crucial process in terms of understanding crowd behavior. In many studies, similar movements were segmented according to the location, adjacency to each other, direction, and average speed. However, these segments may not in turn indicate the same types of behavior in each region. The purpose of this study is to better understand crowd behavior by locally measuring the degree of interaction/complexity within the segment. For this purpose, the flow of motion in the image is primarily represented as a series of trajectories. The image is divided into hexagonal cells and the finite time braid entropy (FTBE) values are calculated according to the different projection angles of each cell. These values depend on the complexity of the spiral structure that the trajectories generated throughout the movement and show the degree of interaction among pedestrians. In this study, behaviors of different complexities determined in segments are pictured as similar movements on the whole. This study has been tested on 49 different video sequences from the UCF and CUHK databases.

The in situ natural radionuclide (238U,232Th and40K) concentrations in Gümüşhane granitoids: implications for radiological hazard levels of Gümüşhane city, northeast Turkey

Maden, Nafiz; Akaryalı, Enver; Çelik, Necati

We have carried out 48 in situ measurements on radioactivities of 238U, 232Th and 40K isotopes at the Gümüşhane granitoid plutons employing gamma-ray spectrometer with a NaI(Tl) scintillation detector. The radionuclide activity concentrations of 40K, 238U and 232Th ranged from 62.6 to 1680.8 Bq kg−1, 2.5 to 119.9 Bq kg−1 and 3.3 to 92.4 Bq kg−1, respectively. The mean concentration of natural radionuclides (40K, 238U and 232Th) was found to be 638.5 ± 421.6 Bq kg−1, 40.8 ± 27.4 Bq kg−1 and 33.5 ± 25.5 Bq kg−1, respectively. The mean values of the radium equivalent and the external hazard index were 137.9 ± 80.6 Bq kg−1 and 0.37 ± 0.22, respectively. The value of annual effective dose equivalent value (81.8 μSv year−1) is lower on average than in the world average of 460 μSv year−1. The external hazard index acquired in this study did not exceed the international safety standard levels, which means that Gümüşhane pluton does not produce any radiation hazards to the dwellers.

Water soluble chitosan-caffeic acid conjugates as a dual functional polymeric surfactant

    İlyasoğlu, Huri; Guo, Zheng

A water soluble chitosan-caffeic acid conjugate (C-CAC) was prepared by chemical modification of chitosan using activated caffeoyl with dimethyl aminopyridine as a catalyst. The C-CAC was characterized using UV–visible spectrometry, Fourier transform infrared, nuclear magnetic resonance spectroscopies and differential scanning calorimetry. The caffeoyl content in the C-CAC was 65 mg/g. To study the introduction of a new function into chitosan, the antioxidant activities of the synthesized C-CAC was determined using three in vitro assays: DPPH (2,2-diphenyl-1-picrylhydrazyl), ABTS (2,2′-azino-bis(3-ethylbenzothiazoline-6-sulfonic acid)), and ferric reducing antioxidant power. The half inhibition concentration values for DPPH and ABTS radicals were 370 and 172 μg/ml, respectively; showing its good radical scavenging activity. The emulsifying properties of the C-CAC were investigated by preparing 10% fish oil-in-water emulsions. C-CAC not only showed a good ability to stabilize oil-in-water emulsions, but also was more effective in retarding lipid oxidation compared to chitosan; implying that the synthesized C-CAC was functioning in an oil-in-water emulsion system as both emulsifier and antioxidant. Chitosan-phenolic conjugates, as a biopolymer-based surfactant, may represent a promising ingredient for enabling stable oxidation-sensitive oil-in-water emulsions.

Ohmic heating assisted hydrodistillation of clove essential oil

    Tunç, Merve Tuğçe; Koca, İlkay

Ohmic heating assisted hydrodistillation is a novel green technology for the extraction of essential oils. In this study, clove bud essential oils (CEO) were extracted by ohmic heating assisted hydrodistillation (OAHD) and compared with conventional hydrodistillation (HD) process, in terms of extraction yield, energy consumption and chemical properties. Ohmic heating assisted hydrodistillation process conditions were optimized by response surface methodology. Voltage gradient (7.5–12.5 V/cm, A), process time (30–120 minutes, B) and mass of clove bud (20–40 g, C) were varied in order to maximize CEO yield and to minimize energy consumption. Optimized extraction conditions were determined as, 12.5 V/cm voltage gradient, 97.967 min for process time and 40 g of mass of clove bud. Yield of CEO and energy consumption were found 13.18 ± 1.50% and 0.214 ± 0.030 kW h/g CEO at optimum extraction conditions, respectively. Under optimum conditions, both OAHD and HD methods were used for CEO extraction. Yields of CEO obtained by OAHD, HD-D (distilled water) and HD-S (salted water) were 13.18 ± 1.50, 8.23 ± 0.35 and 7.88 ± 0.60 respectively. Energy consumptions of OAHD and HD methods were not significantly different (P > 0.05). The main chemical component of CEO was eugenol and the yield of eugenol (g/100 g clove bud) was found higher with OAHD (6.95±0.6) method than HD-D (5.16 ± 0.20) and HD-S (5.13 ± 0.28). Antioxidant and antimicrobial properties of CEOs were investigated by FRAP, DPPH and disk diffusion method. Antioxidant properties of CEOs obtained by different extraction methods were not significantly different (P > 0.05) according to FRAP and DPPH analysis. Although inhibition zones of CEOs extracted with different methods were not significantly different (P > 0.05) for gram positive bacteria's, CEO obtained by OAHD and HD-D have significantly higher (P < 0.05) inhibition zones for K. pneumonia and E. coli, respectively. The results of this study showed that OAHD method is applicable for CEO production.

Mapping of shallow landslides with object-based image analysis from unmanned aerial vehicle data

Comert, Resul; Avdan, Ugur; Gorum, Tolga; Nefeslioglu, Hakan A.

The Black Sea Region of Turkey is one of the most landslide prone areas due to its high slope topography, heavy rainfall, and highly weathered hillslope material conditions. Preparation of landslide inventory maps is the first step in producing landslide susceptibility maps. Ground-based methods for mapping landslide occurrences are time-consuming and expensive. Additionally, landslide mapping based on satellite imageries and aerial photographs has some limitations, including climatic conditions, cost, and limited repetitive measurement capacity. Visual interpretation-based landslide mapping, which is based on satellite imageries and aerial photographs, is a time-consuming procedure that requires an experience-based expert opinion. Therefore, the data acquisition based on unmanned aerial vehicle (UAV) and landslide event inventory maps using an object-based classification approach can be superior to other methods in terms of speed and cost. In this study, we developed a semiautomatic model using object-based image analyses for rapid mapping of shallow landslides from the data obtained from UAVs after major landslide events in the Black Sea Region of Turkey. For this purpose, two test sites—Kurucasile (Bartin) and Cayeli (Rize)—were selected. Landslide mapping models were developed in the investigation sites, and the performance of the models was evaluated. The landslides' data obtained with the developed models were compared to the landslides' data produced by the experts. The comparison process revealed that landslides mapped by using UAV data have an accuracy rate higher than 86% according to the number of landslides and 83% according to the landslide area.

Theoretical investigation on combustion characteristics of ethanol-fueled dual-plug SI engine

Altın, İsmail; Bilgin, Atilla; Sezer, İsmet

In this study, effects of equivalence ratio, spark timing and spark plug number and locations on combustion characteristics were theoretically investigated using an ethanol-fueled dual-plug SI engine. Two-zone quasi-dimensional model was used throughout analyses. Three spark plug configurations (diagonally, centrally and side located), three equivalence ratios (0.8, 0.9, and 1.0), and three spark timings (−30, −25, and −20 CA @ BTDC) were considered to analyze variation of total burn duration, mass fraction burned, cylinder pressure, and temperatures (exhaust and maximum burned gas). Variation of mass fraction burned and cylinder pressure were also investigated at lean mixture ratio and 2800 rpm (MBT engine speed). Lastly, the effect of engine speed on total burn duration, maximum cylinder pressure and aforementioned temperatures were investigated in the range of 1000–6000 rpm. The findings show that dual-plug configuration yields approximate combustion characteristics by comparison with centrally located single plug configuration in ethanol-fueled SI engine.
