Özet

Following the 2023 Kahramanmaraş-centered earthquakes in Türkiye, multi-actor and multi-sectoral response structures were implemented, creating significant challenges in coordination. Accordingly, the current study aims to assess the factors affecting intra- and inter-team coordination in disaster response processes, as well as the factors that negatively impact coordination activities, and to propose recommendations for improvement. The study is based on data collection from expert participants working at the disaster coordination center using qualitative research methods. Thematic analysis was used in the analysis of interview data, and coordination problems were identified as arising from seven main themes. The results highlight the importance of reducing centralization, modular training, empowering local actors, horizontal organization, delegation of authority, and participatory governance models.
