- MakaleYalnız künye2026A regulated many-to-one two-sided matching model for emergency teams: a university case study
Şimşek, Ahmet Bahadır; Göktekin, Zekiye; Şimşek, Tuğçe; Tunçer, Dilara
In workplaces, emergency teams comprised of employees play a critical role in minimising damage during emergencies through rapid response. This study introduces a multi-objective employee-team matching model that optimally assigns employees to emergency teams, balancing stakeholder preferences and physical requirements. Using a regulated many-to-one matching framework, this model accounts for employee preferences, decision-maker evaluations, and team-specific physical standards, addressing limitations in current manual matching practices. Tested through a real case study in a university setting, the model demonstrates its efficacy by achieving stable, satisfactory matches that outperform traditional methods. Sensitivity analysis across multiple scenarios further illustrates the model’s adaptability, providing decision-makers with a systematic tool for improving team stability, performance, and flexibility in various emergency preparedness contexts. The main contribution of this study is the reconciliation of preference-based assignments with performance requirements through a tuneable objective function. By jointly considering soft (preferences) and hard (physical) constraints in a single framework, the model allows decision-makers to balance satisfaction and operational feasibility–an integration that existing approaches typically overlook. This approach presents a robust, data-driven solution to enhance organisational resilience and efficiency in critical situations.
- Kitap BölümüYalnız künye2026A Policy-Aligned Integrated Index Framework for Environmental Impact Assessment Monitoring and Reporting Using the Best Worst Method
Şimşek, Aybala; Şimşek, Ahmet Bahadır
Environmental Impact Assessment generates growing volumes of monitoring data, yet reporting still tends to treat indicators as separate signals rather than parts of a coherent evaluative structure. This chapter responds to that gap by developing a policy-aligned integrated index for monitoring and reporting in EIA. The proposed framework links environmental indicators to ESG themes, SDG targets, and European Green Deal priorities, then uses the Best Worst Method to derive transparent and defensible weights. Rather than presenting the index as a substitute for detailed evidence, the chapter treats it as a structured synthesis that can clarify how monitoring results relate to policy commitments and reporting needs. An illustrative application shows how the framework can organise indicators, support interpretation, and remain sensitive to alternative weighting choices. The chapter concludes by outlining the practical value and limits of using integrated indices in EIA contexts.

Şimşek, Tuğçe; Şimşek, Aybala; Şimşek, Ahmet Bahadır
Universities are under growing pressure to advance digital transformation, yet priorities in digital talent management often remain unclear. This chapter develops a document-based multi-criteria decision framework to identify and compare such priorities across universities of different institutional scale in Türkiye. Drawing on public strategic plans, quality reports, distance education documentation, and staff development texts from Anadolu, Sakarya, and Tarsus Universities, the study constructs a decision matrix covering three initiatives and six evaluation criteria. Criterion weights are calculated through entropy, and initiative rankings are generated with TOPSIS. The findings show that digital infrastructure support has the strongest discriminating power. Strengthening distance education and LMS infrastructure emerges as the top priority, followed by a needs-based in-service training system and a digital competence development programme. The chapter offers a transparent and transferable framework for setting scale-sensitive digital transformation priorities in higher education.
- Kitap BölümüYalnız künye2026Control Tower-Driven Multi-Echelon Inventory Positioning in Pharmaceutical Supply Chains
Şimşek, Ahmet Bahadır; Şimşek, Aybala
Pharmaceutical supply chains face high shortage risk when demand uncertainty interacts with lead-time variability, while shelf-life limits, cold-chain requirements, and quality-release delays raise the cost of both stockouts and excess inventory. This chapter proposes a control tower–driven decision-support framework for multi-echelon inventory positioning that converts visibility into actionable policies. A multi-echelon optimization module generates candidate target-stock and reorder policies across manufacturing and distribution echelons. Monte Carlo–based scenario analysis tests robustness under demand, lead-time, and disruption uncertainty. An MCDA layer then ranks policies using total cost, service level, shortage probability, expediting intensity, days of supply, and recovery time, with sensitivity analysis when weights are uncertain. The framework provides a signal-to-decision map, event-triggered policy updates, and a compact metric dictionary for shortage-risk management without proprietary field data.
- Kitap BölümüYalnız künye2026Privacy, Fairness, and Model Risk Governance in Sustainable People Analytics
Şimşek, Tuğçe; Şimşek, Ahmet Bahadır
Whilst sustainability targets are driving organisations to make more intensive use of human data, this trend is transforming HR analytics from a reporting tool into a component of decision-making architecture. This transformation is expanding the scope of data collection, increasing the visibility of employees, and intertwining privacy, fairness, perceptions of surveillance, and model risk within the same process. This study addresses the question of how this interplay can be managed at the project level. A literature review has been combined with an analysis of publicly available corporate documents, from which a compact toolkit for sustainable HR analytics has been derived. The toolkit is structured around defining project boundaries, documenting data and model assumptions, matching risks with controls, and ensuring transparency and human oversight. In this way, the chapter provides a practical framework that ensures analytical capacity is considered alongside organisational legitimacy and employee trust.

This chapter focuses on the importance of human resource (HR) management strategies in the digital business strategy for small- and medium-sized enterprises (SMEs). With the increasing influence of digital transformation that alters organisational structures and implements new technologies, SMEs have no other choice but to evolve. However, due to the scarcity of resources, it becomes very important for SMEs to allocate its HR appropriately and effectively. To support decision-making on strategies like employee reskilling, recruitment of digital talent, leadership development, and promoting a digital culture, this chapter presents a multi-criteria decision analysis (MCDA) framework. The prioritisation is crucial because not all the strategies can be executed at once, and SMEs should target the most effective ones in the long run, affordable, and relevant to their digital transformation agenda. This chapter illustrates methods for how SMEs can use the proposed prioritisation framework effectively. The hypothetical case study demonstrates the real challenges faced by SMEs during digital transformation and how MCDA assists leaders in selecting the most beneficial HR strategies. The case highlights the necessity of fitting strategies to organisational challenges to allow the customisation of training and leadership to align with business demands and maximise effectiveness while minimising costs. Upon use, this framework enables SMEs to comprehend and direct their digital transformation path more effectively.

- MakaleAçık Erişim2024Evaluatıon of provınces ın türkiye wıth health ındıcators by densıty-based spatıal clusterıng analysıs
Şimşek, Ahmet Bahadır
This study aims to evaluate the health resource distribution of provinces in Turkey using DBSCAN cluster analysis method. The optimum values of DBSCAN parameters (epsilon and minPts) were tested by simulation and the clustering silhouette value was taken as the basis for selecting the appropriate parameter set. The results of the descriptive statistical analysis of the dataset show a high coefficient of variation, indicating inequalities in the distribution of health resources. By dividing provinces into two clusters, the study reveals the similarity of local dynamics in the inequality of resource distribution. The findings provide important insights for relevant stakeholders to address the disparities between provinces in Turkey. The fact that the study adopts a method other than the hierarchical and k-means clustering methods dominant in the literature and that the codes of the algorithm are shared in Python language broadens the horizons of the relevant researchers and increases the transparency and reproducibility of the study.
- MakaleAçık Erişim2024Assessment of türkiye's provınces wıth health ınfrastructure ındıcators usıng descrıptıve analysıs and health ındex
Şimşek, Ahmet Bahadır
Health systems assessment is critical to ensure the sustainability of health services. The interest of researchers in analysing health systems, which intensified during the pandemic, is motivated by the opportunity to identify weaknesses and propose changes. Health systems analyses provide valuable feedback for policy makers, especially in developing countries, which struggle with obstacles such as limited resources, financial constraints and deficiencies in health infrastructure. As a developing country, Türkiye has been striving to ensure equal access to health services through its health transformation programme. In the last decade, developments such as the increase in Syrian migrants and economic contraction have negatively affected this effort. This situation motivates the need to analyse the current situation in the Turkish health system and provide suggestions for improvement. The literature on the Turkish health system mostly focuses on broad health system indicators such as health service accessibility, efficiency, quality and user satisfaction. This study focuses on assessing the accessibility of health infrastructure resources. In the study, health infrastructure indicators related to the Turkish health system are evaluated on a province basis for the period from 2012 to 2021. The evaluation is based on the descriptive statistics of the dataset and the province-based health index. The findings show changing trends and gaps in access to health services with the increase in population in the period 2012-2021. Some variables (e.g. population per hospital and population per bed) show low variances, while others (e.g. population per intensive care bed) show large differences. These differences may indicate unequal development and investment in health infrastructure. For policy makers, they emphasise the need to develop policies to address these inequalities and to distribute resources equitably. Analysing the health index values shows inequalities in access to health resources in different provinces of Türkiye as a score. In particular, while some provinces such as Isparta and Bolu stand out with consistently high index scores, lower index scores in other provinces such as Şanlıurfa, Mardin, Ağrı and Şırnak indicate that inequalities in access to health services are faced. This index identifies changes and gaps in the distribution of health resources and shows policy makers priority areas for intervention.
- MakaleAçık Erişim2024A Simplified Inventory Classification Approach: Combining Multiple Criteria Using the BORDA Method
Şimşek, Ahmet Bahadır
Traditional inventory classification approaches, such as ABC (Always Better Control), VED (Vital-Essential-Desirable), and their matrix forms, typically account for a limited range of inventory characteristics. Techniques like multi-criteria decision analysis, linear programming, and heuristic algorithms, which can consider more characteristics, require technical knowledge and expertise. However, the majority of small and medium-sized enterprises (SMEs) lack the staff capable of applying these methods. Therefore, a method that can accommodate numerous characteristics and is easy to use is necessary. This paper introduces a classification approach that combines multiple inventory characteristics using the BORDA method, specifically designed to assist SME managers with limited technical expertise. A dataset containing 47 stock keeping units (SKUs), including the average cost, annual cost, and lead time characteristics, is used to demonstrate the application of the proposed approach. The implementation reveals that the BORDA method provides a comprehensive and unbiased solution to inventory classification by systematically combining the rankings of various inventory characteristics. This approach simplifies the classification process by integrating multiple characteristics in a straightforward manner, making it particularly suitable for SMEs.
- MakaleAçık Erişim2024Analysis of Sector Based Energy Consumption Rates of OECD Countries with Louvain Clustering
Şimşek, Ahmet Bahadır
This study examines the shares of sectors (agriculture, services, industry, transportation and other sectors) in total energy consumption in OECD countries for the period 2011-2020 using Louvain cluster analysis. Energy consumption is an important development indicator and provides important information about the development of countries. In particular, the analysis of the shares of energy consumption of main sectors such as agriculture, services, industry and transport sectors can provide important information about a country's economic diversity, level of industrialization and economic focus. Cluster analysis can provide important insights by identifying countries with similar energy consumption patterns. Louvain cluster analysis was preferred in this study. Louvain clustering has the advantage of being fast and dealing with noise compared to K-means and Hierarchical clustering methods. The results of the study are evaluated from two perspectives. The first one is the inferences obtained from the descriptive statistics of the data set and the second one is the inferences obtained from the clustering analysis. The results of the cluster analysis emphasize the insights offered by the cluster changes in the temporal dimension and the formation of year-based clusters. In addition, the insights provided by the clustering results for Türkiye are evaluated.

- MakaleAçık Erişim2023A course timetabling formulation under pandemic considerations
Şimşek, Ahmet Bahadır; Gurkan, M. Edib
The covid-19 pandemic has significantly affected the education sector and raised the new operational challenges that spring from the necessity of planning courses in a way to ensure community safety. Accordingly, many higher education institutions provide guidelines regarding the measures to be implemented in education operations. As such, timetabling of the courses is required to be carried out in line with these guidelines. To address this need, this study introduces a multi-objective mathematical model for a university course timetabling problem under the pandemic-related considerations. In particular, the proposed mathematical model aims to minimize the total number of online courses and sections while considering the balanced distribution of the courses over time slots and days. We test the effectiveness of the proposed model using real-life data. The results show that the proposed approach is able to create an optimal timetable in a reasonable time that addresses the objectives of the faculty administration and satisfies the pandemic-related requirements. The study contributes to the literature by introducing new pandemic constraints and inspires managers facing pandemic guidelines.
- MakaleYalnız künye2023Use of multi-objective examination model to sensitivity analysis for sustainability with three new practices
Şimşek, Ahmet Bahadır
Purpose: The study has two main objectives. The first is to introduce three new examination policy practices: overbooked exam rooms, a substitute invigilator and an inheritance of the invigilation distribution. The second is the use of the examination model to determine the sustainability of the system against expected changes and to obtain long-term strategic information. This study aims to obtain managerial insights on the sustainability of the examination system with the newly introduced practices; it does not claim to propose solutions for large-scale problems. Design/methodology/approach: This study introduces a multi-objective mathematical model that contains a couple of constraints that belong to new practices. To check the sustainability of the system, this study gets help from sensitivity analysis, which informs the decision-maker about how the results will react to parameter changes. The authors perform all experiments in the Python/Gurobi modeling environment. Findings: The results demonstrate that the proposed practices are effective in the efficient use of resources. Also, this study shows that the examination model can be used as a stress test so that the weaknesses of the system can be identified and long-term strategic information can be obtained. Originality/value: The contribution of this study is twofold: the introduction of examination policy practices that are overbooked exam rooms, a substitute invigilator and an inheritance of the invigilation distribution. Overbooked exam rooms aim to use resources effectively, taking into account the possibility of temporarily increasing the exam room capacity. The substitute invigilator protects the examination process against sudden events. The inheritance of the invigilation distribution helps to ensure fairness; and the use of the examination model to obtain managerial insights on expectations. This allows testing the validity of existing policies and making necessary changes, taking into account possible changes in the system. In this respect, it differs from the studies in the literature and fills an important managerial gap.
- MakaleAçık Erişim2023Exploring managerial insights through multi criteria decision making techniques in pharmacy inventory classification problem
Şimşek, Ahmet Bahadır; Göktekin, Zekiye; Geliç, Büşra
The current research addresses the inventory classification problem of community pharmacies, which have a dual role as both a vital component of the pharmaceutical supply chain and a typical retail store. Despite the existing literature indicating that pharmacists may lack knowledge on inventory management, it seems that the MCIC literature is weak in explaining how pharmacists can benefit from MCDA techniques in all aspects. To bridge this gap, the study aims to demonstrate that pharmacists can utilize MCDA techniques to gain deeper insights beyond mere classification in the context of inventory management. Real-world data from a community pharmacy in Turkey was classified using the EDAS method. Sensitivity analysis was performed for MCDA inputs, about which pharmacists may lack information. Scenario findings based on criterion weights and threshold values offer important managerial implications for pharmacists. This study provides a critical contribution to the literature on inventory management in community pharmacies by highlighting the potential of MCDA techniques to support decision-making beyond mere classification. The sensitivity analysis also sheds light on areas where pharmacists may lack knowledge and suggests ways to address these gaps. Overall, the study underscores the need for pharmacists to have a deeper understanding of inventory management and highlights the potential benefits of MCDA techniques in addressing this challenge.
In the Turkish Healthcare System, pharmacies are an important echelon of the drug supply chain. The pharmacy on duty practice ensures that the demand for drugs and similar medical supplies is met 24/7. The duty pharmacy scheduling problem aims to satisfy the customers and the pharmacists without violating the regulations while determining the duty sequence of the pharmacies in a certain planning period. This study handles the duty pharmacy scheduling problem of Gümüşhane City Center where 13 pharmacies operate. In the current system, the representative pharmacist prepares the duty schedule manually. The planning period is divided into subsets, and pharmacies are assigned to the duties in each subset respectively in such the number of duties of each pharmacy in the subsets is as equal as possible. The managerial problem of the case is that the duty frequency of each pharmacy is variable in the manual schedule and pharmacists perceive this as an unfairness. Because pharmacists expect to be on duty 1 in 13 days. We propose a mathematical model that adopts the fixed duty frequency and the inheritance of duty distribution. We test the model according to the 2020 calendar and compare model results with the real duty schedule belong to 2020 using the 2019 distribution of pharmacies. The comparison and test results show that the duties are distributed as fairly as possible and the turn of each pharmacy is repeated once every 13 days. The contribution of this study is that it introduces innovative components to the pharmacy duty scheduling problem, offers practical policy recommendations, and provides a case-specific example to limited PDS literature.
- MakaleYalnız künye2021A Course Timetabling Formulation under Circumstances of Online Education
Şimşek, Ahmet Bahadır
This study addresses the adaptation of the course timetabling problem to the online education system forced by the Covid-19 pandemic. The seating capacity constraint that shapes the timetabling decision in online education conditions loses its validity. It is replaced by a bandwidth constraint that restricts the number of instantaneous connections. Overlapping courses in the same time slot increase the number of instant connections and excessive connections cause technical problems. Bandwidth constraint requires the distribution of total connection in a day over all time slots. However, while this is achieved, the time slots should be allocated fairly to the departments. In this study, a multi-objective mathematical model is proposed that distributes the courses fairly on the day and time slot axis and distributes the total number of connections to time slots in each day as equally as possible. The model adopts the maximum difference minimizing approach and requires solving the objectives sequentially according to the order of them. The model was tested with the real data of the 2020-2021 fall semester of a 7 department faculty. The model has 12084 decision variables and 15567 constraints and an optimal solution gets in approximately 28 minutes. Results were compared with a decentralized and manually prepared timetable. The comparison shows that the model is superior to the manual timetable in the distribution of courses across the day and time slot. Also, the model can reduce the number of students in the peak time slot by 22% compared to manual scheduling.
- MakaleAçık Erişim2021The Curricular Practical Training Rotation Problem Formulation and the Assessment of Rotation Strategies
Şimşek, Ahmet Bahadır
This study addresses the curricular practical training rotation problem, which is a type of staff assignment problem. Many educational institutions require theoretical knowledge to be complemented by practical training. Although the details of the implementation differ from institution to institution, it is necessary to prepare a rotation plan that determines how long the trainees will practice in which unit in which training period. Because of the complexity of the problem and humanistic reasons, the manual rotation plan can not reach the optimal level that satisfies all stakeholders and takes time. This study defines a general Curricular Practical Training Rotation Planning Problem specific to the curriculum-based trainee assignment process carried out in a university department and proposes an integer mathematical model for its solution. It is one of the important contributions of this study. It also provides a methodological approach to identify the most appropriate rotation strategy that will satisfy stakeholders. The methodological approach followed is a structure that can be adapted to different perspectives. The study has the potential to guide practitioners and researchers in the field and to lead a rich literature that will be formed with different side constraints and purposes to the problem.
