Küresel inovasyon endeksi çerçevesinde E7 ülkelerinin performans analizi

Bu çalışmanın amacı, Dünya Fikri Mülkiyet Örgütü (WIPO) tarafından yayımlanan Küresel İnovasyon Endeksi (KİE) çerçevesinde E7 ülkelerinin (Çin, Hindistan, Brezilya, Rusya, Meksika, Endonezya ve Türkiye) inovasyon performanslarını karşılaştırmalı olarak değerlendirmektir. Bu doğrultuda, söz konusu ülkelerin inovasyon performanslarının değerlendirilmesi ve küresel rekabet ortamındaki gelişme potansiyellerinin ortaya konulması hedeflenmiştir. Çalışmada, 2011-2023 dönemine ait veriler kullanılarak E7 ülkelerinin inovasyon performansları betimsel ve karşılaştırmalı analiz yöntemiyle değerlendirilmiştir. Bulgular, E7 ülkelerinin inovasyon performanslarının incelenen dönem boyunca farklı eğilimler gösterdiğini ve ülkeler arasında belirgin performans farklılıkları bulunduğunu ortaya koymaktadır. Özellikle Çin’in KİE performansı bakımından diğer E7 ülkelerinden belirgin biçimde ayrıldığı görülmektedir. Bununla birlikte, E7 ülkeleri arasında KİE performansı bakımından önemli farklılıkların devam ettiği dikkat çekmektedir. Bu durum, ülkelerin inovasyon kapasitelerinin ve inovasyon sistemlerinin farklı düzeylerde geliştiğini göstermektedir. Sonuç olarak bu çalışma, E7 ülkelerinin inovasyon performanslarının karşılaştırmalı olarak değerlendirilmesine katkı sunmakta ve inovasyon politikalarının geliştirilmesine yönelik politika önerileri sunmaktadır.

The purpose of this study is to conduct a comparative assessment of the innovation performance of the E7 countries (China, India, Brazil, Russia, Mexico, Indonesia, and Turkey) within the framework of the Global Innovation Index (GII) published by the World Intellectual Property Organization (WIPO). Accordingly, the study aims to evaluate the innovation performance of these countries and identify their potential for development within the global competitive environment. In this study, data from the 2011–2023 period were used to evaluate the innovation performance of the E7 countries through descriptive and comparative analysis methods. The findings indicate that the innovation performance of the E7 countries followed different trends during the period examined and that there were significant performance differences among the countries. China, in particular, stands out clearly from the other E7 countries in terms of GII performance. Nevertheless, significant differences in GII performance persist among the E7 countries. This indicates that their innovation capacities and innovation systems have developed at different levels. In conclusion, this study contributes to the comparative assessment of innovation performance across E7 countries and offers recommendations for the development of innovation policies.
