Türkiye'de savunma sanayisinde Ar-Ge çalışmalarının tespiti

Ülkelerin bağımsız olmasının gereksinimlerinden biri de kendi ulusal savunma sanayileridir. Ülkeler, savunma sanayinde dışa bağımlılığı minimum seviyede almak ve savunma gereksinimlerini kendi savunma sanayi firmalarından yapmak isterler. Bu amaçla, savunma sanayi diğer sanayi kollarından farklı olarak ülkelerin kendilerine has prensipleri olan bir alandır. Yüksek teknolojiyi barındıran ürünler bütün ülkeler için ekonomik anlamda gelişmeleri, kalkınmaları ve büyümelerine katkı sağladığından büyük önem taşımaktadır. Türk savunma sanayi az zamanda oldukça büyük bir ilerleme kaydetmiştir. Bugün, özgün ürünleri başarıyla geliştirme aşamasında olan savunma sanayimize engel olan yeni açılımlar ve sorunlar bulunmaktadır. Bunun için savunma sanayisine ar-ge perspektifinden bakılması ve savunma sanayinin bir ar-ge sistemi olarak ele alınması şarttır. İhtiyaçların belirlenmesinden başlayarak karşılanmasına kadar geçen süreçte farklı oyuncular başka roller ile savunma sanayisi için ar-ge sürecine dâhil olduğu görülmektedir. Öncü, özgün ve yenilikçi olmak, günümüzde küresel rekabetle savaşabilmek için ar-ge gereksinimlerinden biridir. Hangi sektör olursa olsun organizasyonların pazarlarında öncü, özgün ve yenilikçi olmalarını sağlayan en önemli unsur ar-ge'dir. Tehditlerin her yönden beklendiği ve savunma ihtiyaçlarının buna paralel olarak sürekli değişkenlik gösterdiği içinde bulunduğumuz ortamda savunma sanayi ar-ge gerek ticari gerek ulusal menfaatler üzerindeki yüksek etkisi açısından organizasyonların ve ülkelerin en çok önem verdikleri konulardan biridir.

In this environment where the threats are expected from all sides and the defense needs are constantly changing in parallel, the defense industry is one of the subjects that organizations and countries attach great importance to in terms of their high impact on R & D and commercial and national interests.
