Osmanlı yönetim mekanizmasının en üst organı olan Divan-ı hümayunda alınan kararların kaydedilmesi geleneği devletin büyümesi ve sınırların genişlemesi ile daha da önemli hale gelmiştir. Divan-ı hümayun kalemlerinin iş yükünün artması merkezi bürokratik yapıda bir uzmanlaşmaya neden olmuştur. Bu süreçte Divan-ı hümayun kalemi içinde gittikçe önem kazanan kalemlerden biri de Ruûs kalemidir. Bu kalemin tutmuş olduğu defterler merkez ve taşra görevlilerinin tayin ve tevcih işlemlerine ilişkin kayıtlar ihtiva etmektedir. Bu defterler içerdikleri zengin bilgiler ile Osmanlı Devleti'nin merkez ve taşrada yer alan kurumlarına yönelik personel politikasını anlamak bakımından oldukça önemlidir. Bu çalışmasının konusu Osmanlı Arşivi Kamil Kepeci Kataloğu Ruûs defterleri tasnifi'nde (KK.d) kaydedilmiş olan 271 Numaralı Defter'in transkripsiyon ve değerlendirmesine dayanmaktadır. İncelenen defter Sultan IV. Mehmed döneminde denk gelmekte ve Hicri 12 Şevvâl 1069-Evâil-i Safer 1071(3 Temmuz 1659-10 Ekim 1660) arasındaki çeşitli görevlere dair tevcihat kayıtlarını ihtiva etmektedir. Çalışma giriş ve dört bölümden oluşmaktadır. İlk bölümde ruûs defterlerini ortaya çıkaran bürokratik yapının izleri aranmıştır. Bu çerçevede Divan-ı hümayunun yapısı, bürokratik gelişimi, Divan kalemi ve bunun ilerleyen dönemlerde alt şubelere ayrılması süreci tahlil edilmiştir. İkinci bölümde defterin fiziki ve diplomatik özellikleri değerlendirilmiştir. Üçüncü bölümde ise 271 Numaralı Ruûs Defteri muhteva açısından tetkik edilmiştir. Öncelikle tayin ve tevcihlere konu olan görevler, tayin ve tevcih nedenleri ve bunların sonuçları üzerinde durulmuştur. Dördüncü bölüm olarak da 271 Numaralı Ruûs Defteri'nin transkripsiyonu verilmiştir.

The tradition of recording the decisions taken in the Imperial Divan as the highest organ of the Ottoman central administration mechanism has become more important with the growth of the state and the expansion of the borders. The increase in the workload of the Office of the Imperial Divan caused a specialization in the central bureaucratic structure. In this process, one of the items that gain more and more importance within the Office of the Imperial Divan is the ruûs (appointment) section. The registers kept by this item contain records of the appointment and depositing of central and provincial officials. With the rich information which they contain, these registers are very important in terms of understanding of personnel policy of the Ottoman Empire in central and provincial institutions. The subject of this study is based on the transcription and evaluation of the book numbered 271 recorded in the Ottoman Archive Kamil Kepeci Catalog Ruûs Notebooks Classification (KK.d). The reviewed registers coincides with the time of Sultan Mehmed IV and contains the registration records for various duties between Hijri 12 Şevvâl 1069-Evâil Safer 1071 (3 July 1659 - 10 October 1660). The study consists of introduction and four chapters. In the first chapter, traces of the bureaucratic structure that reveals the ruûs registers were searched. In the second chapter, the physical and diplomatic features of the registers are evaluated. In the third chapter, the ruûs registers numbered 271 was examined in terms of its content. The tasks that are the subject of appointments and preferences, the reasons for their appointments and preferences, and their consequences are emphasized. As the fourth part, the transcription of ruûs registers numbered 271 is given.
