Furthermore efficiency ordering of health systems determined in help of super efficiency model. EMS and EViews programs were used to analyze the data. In 2011-2019, the health systems of OECD and EU member countries Greece, Ireland, Norway, Poland, Slovenia, Spain, Sweden, and Estonia were determined to be effective at the performance level according to Data Envelopment Analysis. It has been determined that the Czech Republic, Denmark, Germany, and Austria health systems are not effective at the performance level in three scale types. According to Tobit Regression analysis, it was determined that only life expectancy at birth was effective on health system performance among the variables in the OECD health system performance measurement approach.
