Vatandaşların sosyal belediyecilik hizmetlerinden memnuniyet algısının incelenmesi: Bir ölçek geliştirme çalışması

Bu çalışma, Trabzon'da yaşayan yetişkinlerin sosyal belediyecilik kapsamında sunulan hizmetlere ilişkin memnuniyet düzeylerini belirlemek, bu düzeylerin demografik ve sosyo-ekonomik özelliklere göre farklılaşma durumunu analiz etmek ve bu alanda geçerli ve güvenilir bir ölçüm aracı geliştirmek amacıyla yürütülmüştür. Çalışmada nicel araştırma yöntemi ve basit tesadüfi örnekleme tekniği kullanılmıştır. Veriler, sosyal belediyecilik hizmetlerinden memnuniyeti ölçmek üzere geliştirilen 47 maddelik 5'li Likert tipi ölçek aracılığıyla 377 katılımcıdan elde edilmiştir. Açımlayıcı ve doğrulayıcı faktör analizleri sonucunda, 'Sosyal Belediyecilik Hizmetlerinden Memnuniyet Algısı Ölçeği'; engelli, kadın, aile-çocuk, gençlik ve yaşlı refahı olmak üzere beş alt boyutta toplanmıştır. Araştırma bulguları, katılımcıların memnuniyet düzeyinin ortalamanın üzerinde olduğunu göstermiştir. Çocuk sayısı, eğitim düzeyi, meslek grubu ve gelir-gider dengesi ile memnuniyet algısı arasında anlamlı ilişkiler saptanmıştır. Özellikle yüksek gelir düzeyi, gelir fazlası ve az çocuk sayısına sahip katılımcıların memnuniyet düzeylerinin daha yüksek olduğu belirlenmiştir. Araştırmanın dikkat çeken bir başka bulgusu ise, kadın refahı alanının çok boyutlu bir yapıya sahip olduğunu, bireysel ile sosyoekonomik özellikler başta olmak üzere çeşitli faktörlerden etkilendiğini ortaya koymaktadır. Elde edilen bu sonuçlar, sosyal belediyecilik hizmetlerinden memnuniyeti etkileyen temel dinamikleri ortaya koyması bakımından gelecekte geliştirilecek sosyal hizmet modellerine yol gösterici niteliktedir. This study was conducted to determine the satisfaction levels of adults living in Trabzon regarding the services offered within the scope of social municipality, to analyze the variations in these levels according to demographic and socio-economic characteristics, and to develop a valid and reliable measurement tool in this field. The quantitative research method and simple random sampling technique were utilised in the study. The data were obtained from 377 participants via a 47-item 5-point Likert-type scale developed to measure satisfaction with social municipal services. Following exploratory and confirmatory factor analyses, the 'Perception of Satisfaction with Social Municipal Services Scale' was grouped under five sub-dimensions: disability, women, family-child, youth, and elderly welfare. The findings of the research demonstrated that the satisfaction levels of the participants were above average. A substantial relationship was identified between satisfaction perception and the number of children, education level, occupation group, and income-expense balance. It was determined that participants with elevated income levels, income that exceeded their expenses, and a smaller number of children, exhibited elevated levels of satisfaction. Another notable finding of the study is that the field of women's well-being has a multifaceted structure and is influenced by various factors, primarily individual and socioeconomic characteristics. The findings of this study provide a foundation for the development of future social service models by illuminating the fundamental dynamics that influence satisfaction with municipal social services.
