Türkiye'de sosyal belediyecilik bağlamında yürütülen eğitim faaliyetleri: Büyükşehir belediyeleri örneği

Toplumsal düzeni sağlamayı amaçlayan sosyal devlet anlayışının, yerel yönetimlere yansıması olarak kabul edilen sosyal belediyecilik anlayışı sosyal politikaların bir kısmının yerel yönetimler aracılığı ile yürütülmesini öngörmektedir. Sosyal belediyecilik anlayışı bugün dünyada birçok ülkede uygulanmaktadır. Türkiye'de sosyal belediyecilik uygulamalarına yer veren bir ülkedir. Türkiye'de bu konuda çalışmalar 1970'li yıllarda başlamış, 2000'li yıllarda hız kazanarak devam etmiştir. Sosyal belediyecilik uygulamalarına yönelik kanuni düzenlemeler yapılmış, gerekli finansman sağlanmaya çalışılmıştır. Fakat sosyal belediyecilik uygulamalarının önünde hukuki ve ekonomik engeller haricinde birçok engel olduğu için yürütülen bu hizmetler konusunda istenilen noktaya ulaşılamamıştır. Türkiye'de bugün sosyal belediyecilik uygulamaları kapsamında yaşlılara, çocuklara, gençlere, kadınlara, işsizlere, yoksullara, engelli bireylere ve hayvanlara yönelik kültür, sanat, sağlık ve eğitim alanlarında hizmetler verilmektedir. Toplum için en önemli faaliyet alanlarından biride eğitim faaliyetleridir. Türkiye'de büyükşehir belediyeleri toplumdaki bireylere yönelik eğitim alanında çok sayıda faaliyet yürütmektedir. Büyükşehir belediyeleri tarafından yürütülen eğitim hizmetleri karşılaştırıldığında benzer hizmetlerden daha çok farklı hizmetlerin olduğu görülmektedir. Sosyal belediyecilik uygulamalarının önündeki engeller ortadan kaldırılmadan hizmetler konusunda eşitlik sağlanamayacak ve sosyal belediyecilik uygulamalarından istenilen verim alınamayacaktır.

The understanding of social municipality, which is accepted as the reflection of the social state understanding that aims to provide social order to local goverments, envicages the execution of social policies through local governments. The concept of social municipality is practiced in many countries in the world today. It is a state that includes social municipality practices in Turkey. Studies on this subject in Turkey started in the 1970s and continued in the 2000s, gaining momentum. Legal arrangemente have been made for social municipality practices and necessary financing has been tried to be provided. However, since there are many obstacles other than legal and economic obstacles in front of social municipality practies, the desired point cannot be reached in terms of these services. In Turkey, within the scope of social municipality practices, services are provided in the fields of culture, arts, health and education for the elderly, children, young people, women the unemployed, the poor, the disabled and animals. One of the most important fields of activity for the society is educational activities. Metropolitan municipalities in Turkey carry out many activities in the field of education for individuals in the society. When the education services provided by the metropolitan municipalities are compared it is seen that there are more different services than similar services. Equality in services will not be achieved and the desired efficiency will not be obtained from social municipality practies without removing the obstacles in front of social municipality practices.
