Osmanlı sosyalist iktisat düşünürlerinden Parvus Efendi ile Rasim Haşmet Bey'in karşılaştırılması

Bu tez sosyalist yazarlardan Parvus Efendi ve Rasim Haşmet Bey hakkında bilgi vermeyi ve yazarların fikirlerinin ne ölçüde sosyalist düşünce kapsamına girdiğini incelemeyi aynı zamanda yaşanılan dönem üzerinden iktisadi meseleler ele alınarak yazarların Osmanlı iktisadi uygulamaları ile örtüşen veya ayrışan fikirler ileri sürüp sürmediğini tespit etmeyi amaçlamıştır. Bu amaçla öncelikle Parvus Efendi ve Rasim Haşmet Bey gibi düşünür ve devlet adamlarının yaklaşımlarından bahsedilmiştir. Daha sonrasında Sosyalizm, Sosyalizmden Komünizme Geçiş ve Osmanlı'da Sosyalist İktisat Düşüncesi başlıklarına değinilmiştir. İncelenen yazarların sosyalizmle etkileşimleri üzerinde durulmuştur. Akabinde 1910-1914 yılları arasında, Osmanlı Devleti'nin iktisadi modernleşme ve kalkınma sorunları ele alınarak Borçlanma, Düyun-u Umumiye İdaresi, Demiryolu, Kapitülasyonlar, Tarım ve Köylülük, Sanayileşme, Kaime, başlıklarına değinilmiştir. Osmanlı Devleti'nin içinde bulunduğu iktisadi durum ele alınarak Parvus Efendi'nin konular üzerindeki iktisadi fikirlerinden bahsedilmiştir. Parvus Efendi'nin iktisadi düşüncesine zenginlik katmak adına Rasim Haşmet Bey'in görüşlerinden yararlanılması düşünülmüştür. Netice yazarların fikirlerinin ne ölçüde sosyalist düşünce kapsamına girdiği, Osmanlı Devleti'nin iktisat politikaları ile yazarların iktisadi fikirlerinin hangi noktalarda örtüştüğü veya ayrıştığı hususları değerlendirilmiştir.

Master thesis Rasim Bey and the writers and authors provide information on this subjectively majesty of socialist ideas in the scope of the review to what extent the socialist ideas also living by taking economic issues over the period, the authors separated or overlapping with Ottoman economic applications is aimed at detecting an indication that the ideas forward. Later, the topics of socialism, the transition from socialism to communism and socialist economic thought in the Ottoman Empire were mentioned. The article focuses on the interaction of the studied authors with socialism. Then, between 1910 and 1914, the economic modernization and development problems of the Ottoman Empire were discussed and the topics of Borrowing, Public Administration, Railway, Capitulations, Agriculture and Peasantry, Industrialization, Decimation were mentioned. Considering the economic situation in the Ottoman Empire, Parvus Efendi's economic ideas on issues were mentioned. In order to add wealth to the economic thought of Parvus Efendi, it was thought to use the views of Rasim Hasmet Bey. To what extent the ideas of the authors fall within the scope of socialist thought, the economic policies of the Ottoman Empire and the points at which the economic ideas of the authors overlap or diverge have been evaluated.
