An Integrated Evaluation of Climate Change and Environmental Sustainability in G20 Countries Using Advanced MCDM Methods

    Sahin Macit, Nazife

This study analytically assesses the climate change and environmental sustainability performance of G20 countries using data from the 2024 Climate Change Performance Index (CCPI) and Environmental Performance Index (EPI) reports. The analysis employs Sum-Weighted Information (SWI) and Ranking Alternatives with Weights of Criterion (RAWEC), which are Logarithmic Decomposition of Criteria Importance (LODECI)-based multi-criteria decision-making (MCDM) methods. The study created three separate decision matrices, taking into account the CCPI and EPI criteria individually, as well as their combination. The criterion weights were determined using the LODECI method; greenhouse gas emissions, climate policy, and air quality were the most significant criteria. The results show that China and Saudi Arabia demonstrate strong environmental performance in CCPI-based rankings, while Germany, the United Kingdom and France demonstrate strong performance in EPIbased evaluations. In the integrated analysis, Germany ranked first using both methods. The consistency of the rankings obtained using the SWI and RAWEC methods was high, which supports the reliability of the analyses. However, some differences in ranking were observed depending on the method used, the distribution of criteria and the country sample. Overall, the study emphasizes the pivotal role of methodological diversity and data-driven approaches in multidimensional environmental assessments for policy-making, while demonstrating the robustness of the findings through sensitivity and comparative analyses.

Ibrahim, Al; Yildiz, Gizem Akbulut; Yildiz, Baris

Fiscal credibility and fiscal transparency affect many basic macroeconomic variables, especially economic growth, inflation and interest rates through expectations. Therefore, increasing credibility and transparency increase the effectiveness of fiscal policy by enabling better management of expectations. The aim of this study is to determine T & uuml;rkiye's fiscal credibility and transparency. For this purpose, T & uuml;rkiye's fiscal credibility and transparency were measured for the 2010-2023 period with the help of various indices, based on the International Monetary Fund's fiscal balance and debt stock expectations. According to the findings, it is possible to say that fiscal credibility decreased in T & uuml;rkiye, the absolute deviation between fiscal balance expectations and official targets increased, and fiscal transparency decreased, especially in the 2019-2022 period.

Spatial analysis of high-tech exports with geographically weighted regression

    Kalkan, Yusuf

The development of High-Technology Exports (HTE) contributes to the increase of competitiveness and growth in national production, the development of commercial and economic cooperation with foreign countries, and the diversification of the economy. In addition, high technology exports reduce the current account deficit of the country's economy. Therefore, high-tech industries have become indispensable for economic development in a country. The aim of this study is to examine the existence of spatial (neighbourhood) relations of countries in high-technology exports. In this study, Exploratory Regression analysis was applied to determine the model that best explains HTE among the variables. Moran Index was used for spatial autocorrelation, Geographical Weighted Regression (GWR) method for spatial regression analysis, and Ordinary Least Squares (OLS) method, to compare with the GWR method. The GWR model established in this study showed that countries have a weak or strong spatial relationship with their neighboring countries in terms of HTE. It has been observed that this spatial relationship is strong in the countries neighboring China, which ranks first in HTE, while the spatial relationship is weak in countries where HTE is low.

TURKEY'S LIBYA APPROACH AND IRINI OPERATION ON THE GREECE ISSUE

    Gürdal, Elif; Ince, Fuat

After the overthrow of the Gaddafi administratio, UN and NATO intervention in Libyan lands took place, and then a political multi-headed structure emerged. Shortly before the overthrow of the Gaddafi administration, energy reserves of which workability was discovered have emerged in the Eastern Mediterranean. This discovery has been an important factor of the political confusion and the effort to carry out the power struggle between states through Libya. Greece tries to be effective in the political authority that is tried to be created in Libya and tries to passivate Turkey in the Aegean and the Mediterranean. In this power struggle, Turkey signed the Delimitation of The Maritime Jurisdiction Areas in The Mediterranean and Military Cooperation Agreements with the National Government of Accord in Libya both to respond to the defense of the Aegean land and sea areas occupied by Greece, to protect the jurisdiction rights in the Eastern Mediterranean and to protect the maritime jurisdictions belonging to the TRNC. These agreements disturbed other states in the region who were struggling for power. Therefore, the EU declared itself authority to control the arms embargo requested by the UN on Libya and launched the IRINI operation. However, the IRINI operation is seen as an attempt to squeeze Turkey in the Mediterranean region. In the light of these information and researches, this study is a qualitative research that handles Turkey's Eastern Mediterranean and Libya approach th

RELATIONSHIPS BETWEEN INVESTMENT INCENTIVES, PUBLIC INVESTMENT EXPENDITURES AND EXPORT: PANEL CAUSALITY ANALYSIS ON PROVINCES IN TURKEY

Recepoglu, Mursit; Doganay, Muharrem Akin; Deger, Mustafa Kemal

The state plays an essential role in the survival of companies under today's global competition conditions. Governments can, directly and indirectly, affect the competitiveness of firms through incentives and public investment expenditures. This study examines the relations between investment incentives, public investment expenditures and exports at the provincial level in Turkey. According to the panel causality analysis findings covering the period 2002-2017, there is a two-way causal relationship between investment incentives and exports. On the other hand, there is a one-way causality from exports to public investment expenditures. These results indicate the importance of the effects of incentives on exports in the short term. However, the absence of the expected export effects of public investments can be attributed to inefficiency in public investments.

AN ANALYSIS OF THE IMPACT OF INSTITUTIONAL STRUCTURE ON TOURISM IN THE MEDITERRANEAN COUNTRIES

Artan, Seyfettin; Hayaloglu, Pinar; Demirel, Selim Koray

Institutional economics literature suggests that inclusive institutions encourage economic growth by increasing efficiency in many sectors of the economy. Institutional structure also has effects on the tourism sector due to the confidential environment and incentives it brings. In this context, when studies on determinants of tourism are examined, it is remarkable that there are a number of studies on economic and social factors, but that there are limited studies about institutional determinants of tourism. This study investigates the causal relationships between institutional factors and tourism sector in nine Mediterranean coastal countries also including Turkey for the period of 1995-2015 by using Konya (2006) panel causality analysis. The results of the study using variables of corruption and democratic accountability as indicative of institutional structure reveal causal relations between tourism expenditures and institutional factors.
