Bu çalışmada, Gümüşhane İl Özel İdaresi tarafından gerçekleştirilen yatırım harcamalarının seçim takvimiyle ilişkisi incelenmiştir. Araştırma, 2008–2023 dönemini kapsamakta olup, Gümüşhane İl Özel İdaresi’nin bütçe verileri ile seçim sonuçları birlikte değerlendirilmiştir. Çalışmanın temel amacı, il özel idaresi yatırımlarının seçim süreçleriyle olan ilişkisini ortaya koymak ve yatırım kompozisyonu ile reel harcama düzeyleri üzerinden ekonomik boyutu değerlendirmektir. Araştırmada, il özel idaresine ait nominal bütçe ve yatırım verileri 2008 bazlı deflatör kullanılarak reel değerlere dönüştürülmüş; yol ve su yatırımlarının bütçe içindeki payları ile reel yatırım düzeyleri ayrı ayrı incelenmiştir. Seçim takvimi, “çekirdek seçimler” (milletvekili ve il genel meclisi seçimleri) ve daha geniş kapsamlı seçim tanımları çerçevesinde analiz edilmiştir. Yöntem olarak yıllık zaman serisi yaklaşımı benimsenmiş ve tahminlerde otokorelasyon ve değişen varyans sorunlarına karşı Newey–West standart hataları kullanılmıştır. Bulguların tutarlılığı alternatif seçim tanımları, farklı siyasal güç göstergeleri ve çeşitli tahmin yöntemleri ile test edilmiştir. Elde edilen sonuçlar, il özel idaresi yatırım harcamalarının özellikle seçim öncesi yıllarda arttığını göstermektedir. Bu artışın daha çok yol yatırımları üzerinden gerçekleştiği, su yatırımlarının ise seçim dönemlerine daha sınırlı tepki verdiği tespit edilmiştir. Reel yatırım düzeylerine ilişkin bulgular da yatırım oranlarındaki artışın yalnızca bütçe kompozisyonuna değil, reel harcama hacmine de yansıdığını ortaya koymaktadır. Sonuçlar, il özel idare yatırımlarının seçim takvimine duyarlı biçimde zamanlanabildiğini göstermekte ve kamu harcamalarının politik boyutunu görünür kılmaktadır. Bu çalışma, kamu yatırımları ile seçim süreçleri arasındaki ilişkiyi il özel idareleri düzeyinde ele alarak yerel yönetimler literatürüne katkı sunmaktadır.

As globalization increased its importance in the world after the 1980s, local governments emerged as an active administrative subject in this process. As a matter of fact, local governments increased their capacity in terms of democracy and efficiency by integrating with the new public administration reforms that increased their impact in this period. As a matter of fact, a similar process took place in Turkey. In this study, it is aimed to focus on democracy, participation and effectiveness at the principle and institutional level after the regulation of local governments in Turkey with new public management reforms. The method of the study is literature review within the framework of qualitative analysis.

Objective: The Ombudsman is essentially an independent, national-level institution that operates in response to complaints from citizens in order to steer public administrations away from bad administrative practices and behavior. However, it is impossible for an ombudsman with such a broad mandate at the national level to deal with all administrative complaints within the state. Therefore, in order to get more efficiency from the national Ombudsman, it has been divided into different sub-types. Theoretical Framework: One of these is the Ombudsman for local governmentrs, which deals only with complaints from local administrations. Although there is a national ombudsman in Turkey, there is no ombudsman specialized in local governments. Method: This study aims to make some suggestions for the Ombudsman for local governments envisaged to be established in Turkey in the future by analyzing the local governments ombudsman offices in the UK and Italy in terms of their structural-institutional and functional aspects. In this context, the study, with a comparative approach, provides suggestions for the basic aspects, qualities and characteristics of the Turkish local government ombudsman and, thus, for its structural-institutional and functional aspects. The method of the research is literature review. Results and Discussion: According to the results of this research; Establishing an ombudsman for local governments in Turkey by law, cooperating with other ombudsmen in the vicinity, examining and correcting the mismanagement and bad behavior of local governments upon public demand, ensuring easy and cheap access, fulfilling their duties, and quickly and systematically addressing the faults of local governments. Warning, making suggestions, preparing reports and then reporting the situation to local decision-making boards and the public will be effective in providing public services more effectively and efficiently and strengthening local democracy. Originality/value: In the study, original suggestions are made for local government ombudsman in Turkey, based on the examples of UK and Italy.
