In this regard, it is aimed to reveal the potential position of İstanbul by comparing and contrasting the city with her rivals. As a result, it has been seen that although İstanbul has been developed in Middle Eastern and African regions for being the regional finance center, it is not possible for the city to be the leader yet and it can be stated that the leader of the region is still in the hands of Dubai. However, the chance of İstanbul to be the regional center in medium seems possible. In accordance with the results of GFCI 16 index, İstanbul is the leader center of another region of Eastern Europe and Central Asia that the city located. However, the fact that there is a little score difference between İstanbul and Almaty, which is considered as the city’s closest rival, demonstrates that there will be a serious contention between these two centers later on. When similar indexes are analyzed, the toughest rival of İstanbul in Eastern Europe and Middle Asia region seems to be Moscow. In accordance with another result of the study, it is not possible yet for İstanbul to be an international finance center for now. However, it is possible for the city that displays development in comparison with last years to achieve this objective over the long run. The last results of the study as an outcome of regional polarization and specialization is that financial centers start to assertively take place in world arena each passing day. This means that in the forthcoming years it will be quite possible to see the finance centers at the top ranks

- MakaleYalnız künye2012Financial openness, capital mobility, saving and investment correlations: The case of Brics countries
Ayaydin, Hasan; Baltaci, Nuri
This study analyzes the effects of financial openness, monetary freedom, foreign aid, government expenditures and bank loans provided for the private sector on investment rates to assess the degree of capital mobility of the BRICS (Brazil, Russia, India, China and South Africa) over the period 1990- 2011 by employing dynamic panel data analysis (GMM) developed by Arellano and Bond (1991). Findings suggest that the financial openness increases the national investment rates notably and the estimated saving retention coefficient indicates that capital is mobile in the BRICS. The results indicated that BRICS are open to the cross-border capital flows and have open financial policies; that financial openness, government expenditures and monetary freedom variables increase capital mobility significantly and that there is a statistically significant positive relationship between investment rates and the ratio to the GDP of the volume of bank credits extended to private sector. This implies that credit expansion, cet.par., tends to investment rates. The results reached are in line with the previous findings in the Feldstein and Horioka (1980) literature.
