- MakaleAçık Erişim2026Turkey's active neutrality strategy in the black sea region: practices and analysis
Ugur, Omer; Aksoy, Metin
Turkey's foreign policy strategies in the Black Sea region are of great importance in international relations due to its geographical location and geopolitical features. Active neutrality is an approach that envisions states contributing to regional stability through diplomacy and peacebuilding while avoiding taking sides in international conflicts. This article aims to analyze Turkey's Black Sea policies through the concept of “active neutrality” and examine the implementation of this strategy and its regional implications. This study examines Turkey's roles in the Black Sea Economic Cooperation (BSEC), the Montreux Straits Convention, and the Russia-Ukraine tensions through case studies. It also discusses elements such as the broader foreign policy context of active neutrality (relations with Iran) and the triggering role of NATO expansion. Consequently, the advantages and limitations of this strategy and Turkey's interactions with regional dynamics (the Azerbaijan-Armenia conflict) are evaluated. The findings of the article show that Turkey's active neutrality offers opportunities in terms of security, international prestige, and economic interests, but faces challenges due to the influence of major powers, NATO expansion, and domestic political pressures.

Ugur, Omer; Aksoy, Metin; Efşan, Nur Çelik
Environmental problems, which have increased since the 1960s due to the impact of the Industrial Revolution, invite anthropogenic global warming. Dehydration, drought, deforestation, rising ocean and sea water levels due to the melting of glaciers, increased evaporation due to warming, and severe hurricanes resulting from the temperature- pressure difference resulting from the circulation of evaporated water masses in the atmosphere are among the disasters caused by global warming. While the devastations experienced after disasters resulting from global warming reach a level that a single country cannot combat, it creates a need for international cooperation. Thousand of people are displaced in the crisis environment that occurs after disasters, and this displacement brings environmental security threats. In the devastation caused by Hurricane Katrina in the USA in 2005, which is the subject of the study, the impact area of the disaster was wide as a result of the Bush Government and FEMA’s failure to make pre-disaster preparations at an optimal level and the dams and breakwaters built during the preliminary preparation process for the possible disaster failed. It has been revealed through information obtained from the US press that the disaster was described as man-made. Qualitative research techniques were used in the study and a literature review was conducted.

This study examines the strategic significance of NATO’s containment policy in the Black Sea and Arctic regions and its impact on Russia’s geopolitical and military responses. These areas, once peripheral to play only a minor role in global security dynamics, have become critical flashpoints because of NATO enlargement and increasing Russian aggression. By applying George Kennan’s containment theory to NATO’s post-Cold War strategy, this study examines how NATO’s actions have contributed to the escalation of tensions in these regions. The analysis addresses the challenges and risks NATO faces in maintaining its containment approach and offers insights into the future relationship between NATO and Russia.

Ugur, Omer; Aksoy, Metin
An important part of the debate on the European Union (EU) is whether the EU has an existing foreign policy, the predictability of the foreign policy and to built on what constitutes the power of its foreign policy. In parallel with these discussions, the EU as an international actor has developed foreign policy based on civil, military and normative power. Accordingly, the EU has created it strategies. This strategy parameters constitutes economic/civilians, normative and military tools. The EU is trying to indicate its effectiveness and enhance its actorness in the international system by using these tools. However, it is argued that since EU member states do not share long standing and extensive common interest, this leads to not only block agreement on creating suprenational foreign policy in the EU level, but also prevent to create collective capabilities by using these tools.
