Hastane afet yönetimi performansını etkileyen faktörler

Hastaneler yıkıcı afetlerden sonra en fazla ihtiyaç duyulan kurumlardandır. Bu nedenle hastanelerin afet yönetimi kapasitelerinin arttırılması afet sonrası müdahale ve iyileşme döneminde sunulan hizmetin kalitesini ve verimini artıracaktır. Bu çalışmanın amacı, Giresun Eğitim ve Araştırma Hastanesinin afet yönetimi performansını etkileyen faktörleri hastane personelinin düşüncelerine göre araştırmaktır. Araştırmada veriler Temmuz ve Ağustos 2023 tarihlerinde 797 sağlık personelinden anket yöntemi ile toplanmıştır. Çalışmada bağımlı değişken olarak hastanenin afet yönetimi performansı kullanılmıştır. Bağımsız değişkenler olarak demografik özellikler, personelin çalışma şartları, afet eğitimi alma durumu, hastane afet planı farkındalığı ve hastane afet planı görevi kullanılmıştır. Ayrıca, hastanedeki eşyaların afet risklerine karşı düzeni, personel öz yeterliliği, personel koordinasyonu, kurumlararası koordinasyon ve afet hazırlığı da bağımsız değişkenler olarak kullanılmıştır. Hastane afet yönetimi performansı ile bağımsız değişkenler arasındaki ilişkinin yönü ve büyüklüğü sıralı lojistik regresyon ile ortaya çıkarılmıştır. Sonuç olarak, hastane afet yönetimi performansı iyi düzeydedir. Yeterli afet eğitimi alan ve hastane afet planı hakkında daha fazla bilgisi olan personeller hastane afet yönetimi performansının daha yüksek olduğunu düşünmektedirler. Hastane personeline göre afet hazırlığı ve kurumlararası koordinasyon hastane afet yönetimi performansını en fazla artıran faktörlerdir. Bu çalışmanın hastane afet planı ve yönetimi alanında çalışan bilim insanlarına, karar alıcılara ve uygulayıcılara fikir vermesi beklenmektedir. Hospitals are among the institutions most needed after devastating disasters. Therefore, increasing the disaster management capacities of hospitals will increase the quality and efficiency of the service provided during the post-disaster response and recovery period. The aim of this study is to investigate the factors affecting the disaster management performance of Giresun Training and Research Hospital according to the opinions of the hospital staff. In the study, data were collected from 797 healthcare personnel by survey method between July and August 2023. The hospital's disaster management performance was used as the dependent variable in the study. Demographic characteristics, staff working conditions, disaster training, hospital disaster plan awareness and hospital disaster plan duty were used as independent variables. In addition, the arrangement of hospital belongings against disaster risks, staff self-sufficiency, staff coordination, inter-institutional coordination and disaster preparedness were also used as independent variables. The direction and strength of the relationship between hospital disaster management performance and independent variables were revealed by ordinal logistic regression. As a result, hospital disaster management performance is at a good level. Staff who receive adequate disaster training and have more knowledge about the hospital disaster plan think that hospital disaster management performance is higher. According to hospital personnel, disaster preparedness and inter-institutional coordination are the factors that increase hospital disaster management performance the most. It is expected that this study will provide insight to scientists, decision makers and practitioners working in the field of hospital disaster planning and management.
