Yerel yönetişim ve kalkınma ajansları: Doğu Karadeniz Kalkınma Ajansı örneği

Çalışmada yönetişim kavramı ele alınarak yerel yönetişimleri incelenmiştir. Yerel yönetişimin özelliklerinden bahsederek, yerel yönetişimde bulunan Kalkınma ajanslarının yapıları incelenmiştir. Yönetişim kavramı ve kalkınma kavramı çerçevesinde önemli bir rol oynayan Bölgesel Kalkınma ajanları (BKA) bulundukları bölgeye katkı sağlamaktadır. Bu çalışmada yönetişim kavramı tanımlanarak, yerel yönetişim kavramı çerçevesinde kalkınma ajansları irdelenmiştir. Bölgesel kalkınma ajanslarının önem ve gerekliliklerinden bahsedilmiştir. Bölgesel Kalkınma Ajanslarından olan Doğu Karadeniz Kalkınma Ajansının faaliyetleri incelenmiştir. Bu çalışmanın amacı Türkiye içerisinde yer alan yerel yönetişimde kalkınma ajanslarının rolü kavranarak, bölgesel kalkınma ajanslarının yapısı ve gereklilikleri incelenmiştir. TR90 bölgesinde faaliyet veren Doğu Karadeniz Kalkınma Ajansı'nın ise bölgeye yarar sağladığı görülmüştür.

In the study, the concept of governance was discussed and local governance was examined. By mentioning the features of local governance, the structures of the Development Agencies in local governance were examined. Regional Development agents (RDAs), which play an important role within the framework of the concept of governance and development, contribute to the region they are in. In this study, the concept of governance was defined and development agencies were examined within the framework of the concept of local governance. The importance and requirements of regional development agents are mentioned. The activities of the Eastern Black Sea Development Agency, which is one of the Regional Development Agencies, were examined. The aim of this study is to understand the role of development agents in local governance in Turkey, and to examine the structure and requirements of regional development agents. The Eastern Black Sea Development Agency operating in the TR90 region, on the other hand, has been seen to benefit the region.
