Göçün Kayseri örneğinde güvenlikleştirilmesi

Göç, güvenlikle sıkı sıkıya ilişkilendirilebilen bir olgudur. Gerçekleştirildiği yerde meydana getirebileceği kimi olumsuz etkiler ile güvenliğe tehdit olarak görülebilen göç, güvenlik söylemleri içerisinde yer alarak, güvenliğe tehdit şeklinde nitelendirilip güvenlikleştirilebilmektedir. Bu kapsamda bu çalışmada Kayseri'de göçün güvenliğe tehdit teşkil edip etmediği, eğer güvenliğe bir tehdit teşkil ediyor ise bu tehdidin hangi alanlarda ne gibi bir güvenlik tehdidi meydana getirdiğinin araştırılarak ortaya konması amaçlanmıştır. Bu amaç doğrultusunda, Kayseri ilinde güvenlikleştirici aktörler olarak belirlenmiş; Adalet ve Kalkınma Partisi, Cumhuriyet Halk Partisi, İyi Parti, Halkların Demokratik Partisi, Yeniden Refah Partisi, Zafer Partisi, Saadet Partisi Kayseri İl Başkanlığı'ndan ve Göç İdaresi İl Genel Müdürlüğü'nden yetkili kişiler ile derinlemesine görüşmeler gerçekleştirilerek, konu dâhilinde hazırlanmış yarı yapılandırılmış sorulara başvurulmuş ve elde edilen bilgiler betimsel analiz yöntemi ile değerlendirilmiştir. Çalışma sonucunda bağlam olarak ele alınan Kayseri ilinde göç konusu, yoğun olarak güvenlik meselesi olarak değerlendirilmiştir. Kayseri ilinde yaşayan göçmenler; kente olan etkilerinden kaynaklı ekonomiye, topluma ve çevreye güvenlik tehdidi olarak belirtilmişlerdir. Ayrıca göçün, ekonomik, toplumsal ve çevre alanı ilişkili olarak aktörler tarafından güvenlikleştirme perspektifinden ele alınabilen bir konu olduğu görülmüştür.

Migration is a phenomenon that can be firmly associated with security. Migration, which is seen as a threat to security with some negative effects it may cause in the place where it is carried out, can be classified as a threat to security by taking place in security discourses and can be securitized. In this context, in this study, it is aimed to determine whether migration poses a threat to security in Kayseri, and if it poses a threat to security, by investigating what kind of security threat this threat poses in which areas. For this purpose, they were determined as securitizing actors in the province of Kayseri; In-depth interviews were conducted with authorized persons from the Justice and Development Party, Republican People's Party, İYİ Party, People's Democratic Party, New Welfare Party, Victory Party, Felicity Party Kayseri Political Party Presidency and Provincial Directorate of Migration Management, and semi-structured questions prepared on the subject were asked and the obtained information was evaluated by descriptive analysis method. As a result of the study, the issue of migration in Kayseri, which is considered as a context, has been extensively evaluated as a security issue. Immigrants living in Kayseri; They are stated as a security threat to the economy, society and environment due to their effects on the city. In addition, it has been seen that migration is a subject that can be dealt with from the perspective of securitization by the actors in relation to the economic, social and environmental fields.
