Bütünleşik çok kriterli karar verme yaklaşımıyla TR90 Bölgesine yönelik Silah Organize Sanayi Bölgesi yer seçimi

Çalışmanın temel amacı, bütünleşik çok kriterli karar verme yaklaşımıyla TR90 Bölgesine yönelik silah organize sanayi bölgesi yer seçimi kararı verilmesidir. Bu amaçla ilgili literatür detaylı olarak incelenmiş ve yer seçiminde kullanılan öncü kriterler belirlenmiştir. Uzman görüşü ve savunma sanayisinde öncü firmalara sahip olması ile alternatifler TR90 Bölgesi'ndeki (Trabzon, Artvin, Giresun, Gümüşhane, Ordu ve Rize) iller olarak seçilmiştir. Kriter ağırlıklarının hesaplanmasında FUCOM, alternatiflerin sıralamasında ise VIKOR yöntemi tercih edilmiştir. Elde edilen sonuçlar doğrultusunda, en yüksek öneme sahip ana kriter maliyet, en düşük öneme sahip ana kriter ise sosyo-ekonomik faktörler olarak tespit edilmiştir. Alt kriterler arasından ise en yüksek öneme sahip arazi maliyetleri iken en düşük öneme sahip alt kriter afet lojistiğine etkiler olduğu sonucuna ulaşılmıştır. VIKOR ile sıralanan alternatifler arasından en uygun ilin Trabzon olduğu tespit edilmiştir.

The main purpose of the study is to decide on the location of the weapons organized industrial zone for the TR90 region with an integrated multi-criteria decision-making approach. For this purpose, the relevant literature was examined in detail and the leading criteria used in site selection were determined. Alternatives were selected as the provinces in the TR90 Region (Trabzon, Artvin, Giresun, Gümüşhane, Ordu and Rize) due to expert opinion and having leading companies in the defense industry. The FUCOM method was used to calculate the relevant criteria weights, and the VIKOR method was preferred considering its advantages in ordering the alternatives. In line with the results obtained, the main criterion with the highest importance was determined as cost, and the main criterion with the lowest importance was determined as socio-economic factors. Among the sub-criteria, it was concluded that the most important sub-criteria was land costs, while the lowest important sub-criterion was the effects on disaster logistics. It has been determined that Trabzon is the most suitable city among the alternatives listed with VIKOR.
