Neutrosophic QUALIFLEX based on neutrosophic hesitancy index for selecting a potential antivirus mask supplier over COVID-19 pandemic

    Şahin, Rıdvan

In order to handle simultaneously the cardinal and ordinal information in decision-making process, QUALIFLEX (QUALItative FLEXible multiple criteria method) is a very well-known decision-making approach. In this work, we extend the classical QUALIFLEX method to neutrosophic environment and develop a neutrosophic QUALIFLEX (N-QUALIFLEX) method that uses the newly defined distance-based comparison approach. It is highly effective in solving multi-criteria decision problems in which both ratings of alternatives on criteria and weights of criteria are single-valued neutrosophic numbers (SVNNs), and their aggregated values are single-valued neutrosophic hesitant fuzzy numbers (SVNHFNs). A neutrosophic hesitancy index (NHI) of a SVNHN is introduced based on degrees of the truth-membership, indeterminacy-membership and falsity-membership, which is used to measure the degree of hesitancy of SVNHN. Considering the NHIS of SVNHFNs, we propose a distance-based comparison approach to determine the magnitude of the SVNHFNs. Then, we apply the comparison approach to define the concordance/discordance index, the weighted concordance/discordance index and the comprehensive concordance/discordance index that are steps of the developed N-QUALIFLEX. By taking all possible permutations of alternatives with respect to the level of concordance/discordance into account, we determine the order of alternatives in final decision. Finally, a practical example on antivirus mask selection over the COVID-19 pandemic is provided to present the effectiveness and applicability of the proposed method, and a comparative study is conducted to show the advantages of the proposed method over other existing methods.

A single-valued neutrosophic multicriteria group decision approach with DPL-TOPSIS method based on optimization

Rıdvan, Şahin; Fuat, Aslan; Gökçe Dilek, Küçük

Due to the uncertainty of human subjective judgments, it is sometimes very difficult to obtain accurate evaluation information. The technique for order preference by similarity to ideal solution (TOPSIS) is one of the functional methods used to solve the multicriteria decision-making (MCDM) problems. However, the traditional TOPSIS is based only on a distance measure and takes into account neither a similarity measure nor a likelihood measure. Therefore, in this article, we define two new information measures which are called as the projection and divergence and more functional than some other existing ones in the neutrosophic sets. Then we develop an innovative TOPSIS (DPL-TOPSIS) based on the hybrid closeness coefficient which is an optimization of the divergence (distance), projection (similarity), and likelihood (magnitude) closeness coefficients that can also use separately to make the decision in neutrosophic environment. To develop the DPL-TOPSIS, we define three kinds of analogical factors: the distance-like positive and negative divergence decision-making factors, the similarity-like positive and negative projection decision-making factors, and the magnitude-like positive and negative likelihood decision-making factors. In addition, we provide an objective weight determination model to determine expert judgment with the proposed divergence measure. Finally, to demonstrate the functionality of the developed DPL-TOPSIS, an application has been made on selection of the masks used as one of the protection methods in the COVID-19 epidemic, which has recently affected our world, and the results are compared with other existing methods.

A Neutrosophic VIKOR Method-Based Decision-Making with an Improved Distance Measure and Score Function: Case Study of Selection for Renewable Energy Alternatives

    Eroğlu, Hasan; Şahin, Ridvan

In this study, a new score and distance function which provides more accurate results than the studies in the literature and considers the decision maker’s cognition has been proposed. In order to show the effects of the new score function coefficients on neutrosophic numbers, a new representation named “4D Plot” has been proposed. VIKOR (Vlse Kriterijumska Optimizacija Kompromisno Resenje which means multicriteria optimization and compromise solution in Serbian) method, which is based on the creation of a conciliatory solution within the framework of alternatives and evaluation criteria, provides highly effective results in multiple criteria decision-making problems. Neutrosophic numbers play an active role in facilitating the decision-making process in many studies. In this context, extension of the classical VIKOR method is introduced in detail in this study. The framework of the extended neutrosophic VIKOR method has been established. The proposed method has been applied to the renewable energy alternative selection problem in Turkey and compared with different methods and different scenarios. It has been shown that the proposed method gives more effective and accurate results. Furthermore, the sensitivity and accuracy of the study are enhanced by a sensitivity analysis. We have extended the classical VIKOR method for SVN numbers with a newly generalized score function and a distance measure. As a novel and newly presentation named “The 4D Plot” has been developed and applied in this paper to SVN numbers for presenting the effect of the new score function. The renewable energy alternative selection was made in Turkey with the proposed method by the opinions of the experts and the ranking of the alternatives was obtained. A sensitivity analysis has been made to show the accuracy and validity of the study. With the proposed distance measure and score function, it is shown that more accurate results can be found in multiple criteria decision-making problems. The model will provide solutions for many soft computing problems such as engineering and economy by finding more effective and accurate results in the neutrosophic number space according to the preference of decision makers. As a future work, the presented functions and framework can be adapted to different MCDM problems.
