  Kadim Çin'de bürokrasi ve Weber'de Doğu algısı

  Yönetsel bir örgütlenme biçimi olarak bürokrasiyi ilk kuramsallaştıran Weber bürokrasiyi, "iş bölümü, uzmanlaşma, örgütlenme, otoriter hiyerarşik yapı, gayri şahsilik, yazışmaların ve faaliyetlerin dosyalanması, yazılı kurallara bağlılık ve planlama çerçevesinde geniş grupların disiplinli bir şekilde yönetilmesini gerektiren toplumsal örgütlenme biçimi" olarak tanımlamaktadır. Tarihi oldukça eskilere dayanan bürokrasi Antik Çağ, Batı ve Doğu toplumlarında da görülmüştür. Çin'in M.Ö. 5500 yıllık mitolojik tarihi geçmişe sahip olduğu düşünülmektedir. Tarih boyunca birbiriyle mücadele içerisindeki Hanedanlıklar Çin'de yönetimi ele geçirerek kendi bürokratik yapılarını oluşturmuşlardır. Weber'in geleneksel otoriteye dayandırdığı Patrimonyal bürokrasi, yönetimi ele geçiren hanedanlıklarda görülen bürokrasi yapılanmasıdır. Çin köklü bir devlet tedavülü olmasına karşın yeknesak bir bürokrasi oluşturamamıştır. Bürokrasinin gelişmesini para ekonomisinin gelişmesine bağlayan Weber, Çin'de rasyonel bürokrasinin gelişememesinin önündeki en büyük engelin, Çin'de kapitalizmin de gelişmesini olumsuz etkileyen Konfuçyüsçülüğe bağlamıştır. Bu çalışmada; Kadim Çin siyasi tarihinde ne tür bürokratik yapılanmaların rol oynadığı, Weber'in perspektifinden Çin nezdinde Doğu'ya bakışı ve Doğu'ya hakim olan otorite tipolojileri bağlamında Çin bürokratik yapılanması işlenmiştir.

  Eu-China relations: Current and future challenges and opportunities

  While EU-China relations are often characterized by a clear divergence of values and political norms, the scope and size of the relationship between the two sides in the past twenty-five years has been remarkable. The basis of this development lies in the considerable expansion of the economic interaction and substantial growth in trade between the two sides since the early 1990. Relations between the EU and China are now so dense as well as complex. In this study, development of the relations between the EU and China will be discussed and it will also be expressed why and how much this relation is significant for both parties. While doing this, the main factors that enable the relations between the EU and China and that prevent aforementioned relations to deepen will be discussed and opportunities, expectations and problems these bring forth will be mentioned. Thus, this study will try to provide an answer why the EU and China experience significant conflicts and even come across each other from time to time in the recent years will be answered.

  About Chinese Qur'an Studies From the To the Present

  In this study we take aim at introducing the relations between Chinese Muslims whom we have not enough information and Koran and their studies about Koran. In this context, generally, determination of relation between Chine Muslims and Koran became very important. Especially, the center of the subject is their acquaintance with the Koran and relation with it later on. So, the works which are about their translation and interpretation of Koran should be examined in detail. Especially, a person who becomes prominent with the studies about Koran and their works which may be an independent subject of research is highly important.
