When wage earners accomplish their duties or directions that got by their supervisors, the behavior of accomplishing the duty variants according to the shape of instructions. The speed or form of the consummation of a duty, gets faster or slower which is related to the shape of instructions, even can't be done until a second order. The purpose of this study, to put forth the relationship between the levels of accomplishing the duty based on the shape of instructions, by giving orders/instructions as a high and middle class administrator to subalterns in public institutions. The direction of the purpose of the study, firstly, literature search was made, the relationship between form and instructions for measuring the levels of realization containing eleven statements on the "Order / instruction format and Realization Level Scale" was developed. Survey method was made with working administrators as face to face, data were collected by 119 participants and analyzed in SPSS 17.0 software in total. In conclusion, the content and form of orders and instructions which are given by managers was determined to be associated with levels of employees to perform their duties.

During the course of development of a country, enhancement of entrepreneurship is essential for its contribution to improvement of entrepreneurial characteristics and quality, implementation of new ideas, technological advancement and emerging of new inventions. Aim of this study is to present how and to what extend the factors such as economic, education, health, environment and social factors relation with decision of investor on location of facility, beyond the main location factors such as transportation, and market distance. In this research, a data collecting tool has been developed through assessing literature and the previous studies, a survey has been made on an assigned group of people and the obtained data has been analyzed in SPSS 20.0 computer program, then the results have been shared.

Knowledge of the contribution of the production factors to production, their factor densities, and their state of returns to scale are important in production management. The effect of production factors to production can be determined by various methods. Cobb-Douglas production function is one of the most useful methods giving accurate results in determining factor flexibilities.This work has been done for determining the production structure of SMEs in Erzurum. A field research has been made in Erzurum Organized Industrial Zone within the scope of this study. A survey has been conducted with 25 manufacturing enterprises in the field research and the production factors and the production data of these enterprises have been collected. The data obtained has been analyzed in 4.02 RATS econometric program. As a result of the analysis, the flexibility of the production factors of SMEs and their state of returns to scale has been revealed.In conclusion, it has been found out that the production flexibility of labor and capital are close to each other and there is constant returns to scale.
