Ruûs defteri, ruûs kalemince yazılmış olmakla birlikte Defterhane'de muhafaza edilmiş olan Divan-ı hümayun defterlerinden biridir. Ruûs defteri, Osmanlı bürokrasininde yapılmış yüksek dereceli devlet adamları dışında devlet memurlarının, vakıf görevlilerinin tayin, azil, ibka gibi tevcihatın kayıt altında tutulduğu defterdir. Kendi arasında üç sınıfa ayrılmıştır. Bunlar ruûs kalemince verilen ruûs, ordu tarafından verilen ruûs, sadrazam seferdeyken padişahın merkezde verdiği rikab-ı hümayun ruûsudur. Tez çalışmasında Kamil Kepeci 249 numaralı Ruûs Defteri'nin 2-64 arasındaki sayfalarının transkripsiyonu ve değerlendirmesi yapılacaktır. Tezimize konu olan bölüm 1587-1588 arasındaki ruûs kayıtlarını kapsamaktadır. Kayıtlarda devlet kademelerindeki görevlilerin tayin ve azillerin nasıl yapıldığı görülmektedir. Osmanlı Devleti'nin bürokratik yapısını ve işleyişini ortaya koymak amacıyla bu çalışma yapılmıştır.In the Ottoman Empire, the appointment, appointment and appointment of statesmen or their prisoners were made in accordance with the decisions taken in the high-level decision-making body of the state, Divan-ı humayun.
