Dünya Afet Risklerini Azaltma Konferansında kabul edilen Sendai Afet Risk Azaltma Çerçevesi 2015-2030 yılları arasında afet kaynaklı can, ekonomik, sosyal, kültürel varlık kayıplarını azaltmayı amaçlayan hedefler sunar. Sendai Çerçeve hedefleri afet riskinin azaltılması, afetlere karşı dirençliliğin artırılması konusunda ulusal karar vericiler için rehber niteliğindedir. Afet riski yüksek olan Türkiye'de afetlerle ilgili mücadele Afet ve Acil Durum Yönetimi Daire Başkanlığı (AFAD) tarafından yürütülmektedir. "Afetlere dirençli toplum oluşturmak" vizyonuna sahip AFAD'ın yürüttüğü projelerin Sendai Çerçevesi hedefleriyle uyumlu olması beklenir. AFAD projelerinin Sendai Çerçeve hedefleriyle uyumunun değerlendirilmesi afet riski azaltmaya ve dirençliliği artırmaya yönelik çabanın uluslararası çabayla ne derece paralellik gösterdiğinin tespiti açısından önemlidir. Bu araştırmada AFAD tarafından yürütülen 31 adet projenin Sendai Çerçevesi hedeflerine uyumu değerlendirilmiştir. Değerlendirmede afet yönetimi alanında uzman kişilerin projelerin Sendai Çerçevesi hedeflerine uyumu hakkındaki görüşleri alınmıştır. Toplanan görüşler betimsel analiz ve çok kriterli karar verme (ÇKKV) teknikleriyle irdelenmiştir. Afet öncesi döneme yönelik projelerin Sendai Çerçevesi hedefleriyle daha fazla uyumlu olduğu tespit edilmiştir. Projelerin hedeflere ne düzeyde katkı sağladıkları tespit edilerek, zayıf ve güçlü yönleri ortaya konularak karar vericilere yönetsel içgörü sağlanmıştır. Sendai Framework targets are a guide for national decision-makers in reducing disaster risk and increasing resilience to disasters. In Turkey, where disaster risk is high, the fight against disasters is carried out by the Disaster and Emergency Management Department (AFAD). The projects carried out by AFAD, which has the vision of "creating a disaster-resilient society", are expected to be in line with the Sendai Framework objectives. Evaluation of the compatibility of AFAD projects with the Sendai Framework targets is important in terms of determining the extent to which the effort to reduce disaster risk and increase resilience is in line with the international effort. In this study, the compliance of 31 projects carried out by AFAD with the Sendai Framework objectives has been evaluated. In the evaluation, the opinions of experts in the field of disaster management on the compliance of the projects with the objectives of the Sendai Framework were taken. The collected opinions were analyzed by descriptive analysis and multi-criteria decision-making (MCDM) techniques. Projects for the pre-disaster period have been identified to be more compatible with Sendai targets. By determining how much the projects contribute to the goals, the weak and strong aspects were identified and the decision-makers have been given managerial insight.
