However it had been executed under very hard conditions in an irregular manner. Turks and Greeks had been obliged to endure lots of trouble in the process. The convenience of Trabzon for the settlement of refugees was a matter of debate in the local press. Considering Trabzon as a region that had been undergone immigration and its native people’ settlement problem, rightness of the debate was confirmed. On the other hand, because of the existence of Greek population in Trabzon, it was included into settlement regions. Refugees who had been sent to Trabzon to settle, did not have comfortable settlement process.
