This chapter examines the limits of conventional measurement in public personnel management and proposes a data-driven, dynamic governance framework. Its aim is to link digitalization with accountability and citizen orientation by specifying strategic indicators and technology-enabled methods. It outlines core concepts, then elaborates on strategic performance indicators and comparative analyses of metrics. It explores advanced methods, including AI-supported tools and continuous learning models, alongside blockchain, big-data analytics, sentiment analysis, and remote-work assessment. Findings show these tools improve transparency and continuous feedback while enabling ethical, auditable evaluation; policy implications for sustainable, evidence-based decision-making are provided.</dc:description><dc:publisher>IGI Global</dc:publisher><dc:date>2025</dc:date><dc:type>Book Chapter</dc:type><dc:identifier>https://rdlopen.rawdatalibrary.net/r/gumushane/14190</dc:identifier><dc:identifier>https://doi.org/10.4018/979-8-3373-2215-5.ch014</dc:identifier><dc:identifier>979-833732217-9</dc:identifier><dc:identifier>979-833732215-5</dc:identifier><dc:language>en</dc:language><dc:relation>New Approaches and Innovations in Public Personnel Management</dc:relation><dc:rights>info:eu-repo/semantics/closedAccess</dc:rights><dc:type>info:eu-repo/semantics/bookPart</dc:type><dc:identifier>https://gumushane-rdlopen.rawdatalibrary.net/tr/items/gumushane/14190</dc:identifier></oai_dc:dc></metadata></record></GetRecord></OAI-PMH>
