The criterion weights determined by CRITIC and SWARA, and the WEDBA results, indicate a significant structural shift between the periods. In developed countries, R&amp;D expenditures, patent production, and intellectual property protection are key determinants of innovation performance; while in developing countries, digital infrastructure, human capital, and education investments stand out. The findings reveal that innovation policies based on strategic priorities specific to country groups are more effective.</dc:description><dc:publisher>World Scientific</dc:publisher><dc:date>2026</dc:date><dc:type>Article</dc:type><dc:identifier>https://rdlopen.rawdatalibrary.net/r/gumushane/12141</dc:identifier><dc:identifier>https://doi.org/10.1142/s0219877026500112</dc:identifier><dc:identifier>0219-8770</dc:identifier><dc:language>en</dc:language><dc:relation>International Journal of Innovation and Technology Management</dc:relation><dc:rights>info:eu-repo/semantics/closedAccess</dc:rights><dc:type>info:eu-repo/semantics/article</dc:type><dc:identifier>https://gumushane-rdlopen.rawdatalibrary.net/tr/items/gumushane/12141</dc:identifier></oai_dc:dc></metadata></record></GetRecord></OAI-PMH>
